Post Office employees: overtime 1422. Mr C J DERBY-LEWIS

asked the Minister of Communications:

  1. (1) (a) What categories of Post Office employees are paid for overtime and (b)(i) when and (ii) for what period are they paid for overtime at the rate of (aa) time and a third, (bb) time and a half and (cc) double time;
  2. (2) whether this arrangement is applicable to all Post Office employees; if not, (a) what exceptions are made and (b) what are the reasons for these exceptions?
The MINISTER OF COMMUNICATIONS:
  1. (1)
    1. (a) Officials in receipt of a salary not exceeding R35 070 per annum are normally paid for overtime duty. Officials earning higher salaries are only paid overtime in exceptional cases, and
    2. (b)
      1. (i) when called upon to work longer than their prescribed weekly hours of attendance, e.g. during periods of staff shortages, absences and work pressure, and
      2. (ii) (aa), (bb) and (cc) overtime duty is divided into two categories:
        1. (A) Ordinary overtime
          Overtime duty performed during the hours 06h00 and 20h00 on a day other than a Sunday and certain public holidays.
        2. (B) Special overtime
          Overtime duty performed during the hours 20h00 and 06h00 on weekdays and on a Sunday and certain public holidays.
          Hourly overtime rates are calculated according to a sliding scale that varies between time plus 30% on the lowest salary notch to time plus 4% on the highest notch in respect of ordinary overtime and time plus 82% to time plus 74% in respect of special overtime;
