asked the Minister of Information, Broadcasting Services and the Film Industry:
Whether his Department has statistics on the number of television sets owned by (a) Whites, (b) Coloureds, (c) Indians and (d) Blacks in the Republic; if not, why not; if so, how many sets were owned by members of each of the above race groups as at the latest specified date for which figures are available?
(a), (b), (c) and (d) No.
It is not possible to keep a record of official statistics that are in any way reliable. The SABC also cannot do this as there are too many second-hand sets and stolen sets for which records are not available. The matter is complicated further by failure to give notice of change of address.
The SABC relies on information obtained from research surveys to establish the estimated number of sets owned.
asked the Minister of Information, Broadcasting Services and the Film Industry:
- (1) Whether the SABC consults him in regard to the possible establishment of new television stations; if not, why not; if so,
- (2) whether a television station for the Coloured population group is envisaged in the near future; if not, why not; if so, what are the relevant details;
- (3) whether he will make a statement on the matter?
- (1) No, I was not yet consulted in this regard. The SABC is under no statutory obligation to approach the Minister for approval. I accept that the SABC will either consult or at least notify the Minister beforehand.
- (2) No. The introduction of any new service is very costly. The potential for advertising in South Africa is already exploited to the maximum by the electronic media. Therefore a drastic increase in licence fees would be the only means by which this could be financed. Currently no serious requests or demands have been made for the introduction of a television service for the Coloured population group. In the light of the aforementioned, this is therefore not under consideration.
- (3) No.
