Employees of Transport Services were co-opted to serve in organising committees prior to and during the Dias festival. Although no financial contributions were made towards the festival, the use of various Transport Services’ facilities, including the Mossel Bay harbour area, were made available for the festival free of charge. Revenue was obtained through the leasing of the harbour shed at Mossel Bay as well as containers that were utilised as stalls.

Transport Services, as owner of the harbours where the festival took place, authorised the use of these facilities free of charge as part of its contribution to the Dias festival.

In so far as the Huguenot festival is concerned, berthing facilities for the Huguenot ship were provided free of charge.

The publicity value generated for Transport Services in lieu of the provision of the facilities concerned is estimated at R31 000.

The policy with regard to minimum qualifications was revised as recently as 1983 and since then matric has been the minimum qualification for enrolment in the South African Police. The policy regarding promotion has likewise been adjusted. Only matriculated members are considered for promotion to officer’s rank. Members who joined the Force before 1983, and who are in possession of at least a standard eight school certificate, receive conditional admission to the promotion examinations to the ranks of sergeant and warrant officer.

However, members who do not have matric are regularly encouraged to further their studies and a large number are indeed studying for matric.

The vast majority of non-matriculated officers were appointed to their respective ranks before the policy with regard to minimum qualifications was revised. All these officers have been informed that their further promotion will not be considered before they comply with the required minimum qualifications.

As subscribers’ records are only kept in respect of exchange areas, the number of telephone subscribers in each suburb cannot, unfortunately, be furnished. On 31 May 1988 5 907 private telephones were connected to the Bethelsdorp exchange and 755 to the Booysens Park exchange.

For the reason given in (1), the number of telephones installed in each of the residential areas concerned can also not be furnished in this instance. Separate statistics in respect of private and public telephones are also not available.
