asked the Minister of Public Works and Land Affairs:

  1. (1) (a) How much land was purchased by (i) the Community Development Board and (ii) any other specified board or body falling under his Department for use by Indians, Coloureds and Blacks, respectively, in each of the latest specified five years for which information is available, (b) what was the cost of the land so purchased in each of the above categories and (c) subject to what conditions was this land made available;
  2. (2) whether the Land Affairs Board has come into operation; if not, (a) why not and (b) when is it anticipated that it will come into operation; if so,
  3. (3) whether the latter board has purchased any land for use by the above population groups; if so, what are the relevant details?
The MINISTER OF PUBLIC WORKS AND LAND AFFAIRS:
  1. (1) (a) (i) The Department of Public Works and Land Affairs does not have the information at its disposal. The functions of the Community Development Board have been assigned to the three administrations for own affairs while the functions of the National Housing Commission have been assigned to the Department of Development Planning as well as to the three administrations for own affairs.

    1. (a) Consultation in terms of section 3(1) of the Land Affairs Act, 1987 (Act 101 of 1987), had to take place.

Whether consideration has been given to the possibility of altering the departure times of the Johannesburg/Cape Town passenger train service so that passengers will only lose one working day; if not, why not; if so, when is it anticipated that departure times will be so altered?

No. The present departure time appears to be the most popular with passengers. In fact the previous departure time of 09h00 was changed to 12h30 as a result of various representations.

Sheltered employment: salary parity 18. Mr T R GEORGE

asked the Minister of Manpower:

  1. (1) What procedure is followed in determining the salaries of (a) White, (b) Coloured and (c) Indian persons employed in sheltered employment facilities;
  2. (2) whether salary parity has been attained in respect of Whites, Coloureds and Indians employed in such facilities; if not, (a) why not and (b) when is it anticipated that parity will be attained;
  3. (3) whether he will make a statement on the matter?

    The salaries of employees who are employed under the sheltered employment scheme are coupled to the salary scales of the occupational class maintenance officer (post class factotum) in the Public Service on condition that the salaries for each population group must correspond with the gradings per population group for the post class factotum.

    1. (a) Attention is being given to the attainment of parity for employees under the sheltered employment scheme.
