asked the Minister of Environment Affairs:
- (1) What is the attitude of the South African Government to ozone depletion;
- (2) whether any steps are being taken by the State to control the (a) consumption and (b) production of chemicals and/or products which cause ozone depletion; if so, what steps;
- (3) whether any steps are being taken by the State to increase public awareness of ozone depletion; if not, why not; if so, what steps?
- (1) The South African Government is concerned about the allegations that certain man-made substances may be depleting the protective ozone layer. The latest scientific evidence is continuously being examined in order to assess whether and to what extent such depletion is occurring and whether it represents a threat to the environment.
- (2) (a) and (b) No. Should scientific evidence indicate that certain man-made substances may be depleting the ozone layer to the detriment of the environment, the Government would consider acceding to the Vienna Convention for the Protection of the Ozone Layer and adopting the Montreal Protocol on Chlorofluorocarbons. This Protocol calls for a phased reduction in the production and use of these substances. In order to adequately substantiate a decision on acceding to the Convention and adopting the Protocol, evidence is presently being collected to assess the economic and strategic implications of such a phased reduction and the local availability of alternative substances.
- (3) No. As considerable uncertainties still exist regarding depletion of the ozone layer and the role of certain man-made substances in this process, it is considered not to be in public interest to take steps which could turn out to be premature due to inadequate substantiation.
asked the Minister of Defence:
- (1) Whether the South African Defence Force has any information on a certain organization, the name of which has been furnished to the Defence Force for the purpose of the Minister’s reply; if so, (a) what is this information and (b) what is the name of the organization concerned;
- (2) whether the Defence Force is in any way involved in rendering (a) financial, and (b) any other forms of, assistance to this organization; if so, (i) what was the amount of this financial assistance during the latest specified period of 12 months for which information is available and (ii) what are the particulars of the other forms of assistance so rendered?
(1) and (2) I have fully explained the attitude of the SA Defence Force and myself with regard to the countering of subversion and propaganda actions against the Republic and the Security Forces on numerous occasions in this House. I therefore find it most unfortunate that the hon member is apparently determined to question and cast suspicion on any organization or publication which seemingly supports such counter actions. I am not prepared to support him in this. He can, however, rest assured that the SA Defence Force cannot spend a single cent without it being audited by the Auditor-General. If he suspects or wishes to imply that any money has been spent in an improper manner he is welcome to refer the matter to the Advocate-General.
asked the Minister of Education and Development Aid:
Whether his Department is planning any recreational resorts and out-of-school sports facilities for the current financial year; if so, (a) what (i) resorts and (ii) facilities and (b) what total amount is it estimated will be involved?
Yes, in the case of the Department of Development Aid.

- (1) In co-operation with Qwaqwa, the first fase development of a recreational resort at Botshabelo, which will include a kiosk, picnic spots, ablution blocks, a recreational hall and playground.

- (3) The erection of a wilderness camp and picnic spots at the Lekgalameetse Nature Reserve in the District of Letaba.

- (5) The erection of a wilderness camp and the laying out of hiking trails at the Ntubeni Nature Reserve in the District of Port Shepstone.

- (1) Whether a special group areas police squad has been stationed at John Vorster Square in Johannesburg; if so, (a) since when has this squad been in existence and (b) what is the purpose of the squad;
- (2) whether this squad visited Cape Town in 1987 and 1988 to investigate alleged contraventions of the provisions of the Group Areas Act, No 36 of 1966; if so, on how many occasions;
- (3) whether any other similar squads are in existence within the South African Police Force; if so, (a) how many and (b) where are they stationed?

- (1) Whether, with reference to his reply to Question No 5 on 25 August 1987, his Department has allocated the amount of approximately R1,5 million for the upgrading of Kwamevane Township, near Howick; if not, why not; if so, for what purpose was this amount utilized;
- (2) whether additional funds will be allocated in this regard in the 1988-89 financial year; if not, why not; if so, what is the amount involved?
- (1) No, but the National Housing Commission has approved a project in respect of planning fees (design) to the amount of R70 000 of which R18 778 was spent during the 1987/88 financial year.
- (2) Yes, an amount of R11 223 as applied for by the Natal Provincial Government, has been earmarked for the continuation of the planning (design).

With reference to his reply to Question No 4, standing over, on 29 March 1988, (a)(i) at which prison institution or institutions and (ii) on how many occasions has he had contact with Mr Nelson Mandela and (b) what was the (i) date and (ii) purpose of each of these meetings?
As mentioned in my reply to Question No 4 on 29 March 19881 do visit prisons and I do have contact with individuals and groups of prisoners under various circumstances. In this process I have had contact with Mr Nelson Mandela. However, I do not deem it desirable to deal with details regarding specific prisoners in public.

- (1) What amount was spent on locust control during the latest specified period of 12 months for which figures are available;
- (2) whether he will make a statement on the efficacy of this control?
- (1) R5 132 000 for the 12 months ending 15 March 1988.
- (2) No, but I may mention that the control is done effectively in cases where the presence of locusts is reported timeously by the land users.

- (1) Whether a Police investigation took place in the area of the Suurbekom agricultural holdings on or about 27 March 1988; if so,
- (2) whether, as a result of this investigation, it was found that any of these agricultural holdings were occupied by Blacks (a) as landowners, (b) as tenants and (c) in any other specified capacities; if so, (i) what are the relevant details, (ii) how many of these agricultural holdings are occupied in this way and (iii)(aa) for which population group has the area concerned been proclaimed and (bb) in terms of what statutory provisions may these Blacks live there;
- (3) whether the result of the Police investigation was made known to the (a) town council of and (b) public prosecutor in Westonaria; if so, when, in each case;

- (1) Yes.
- (2) to (5) The Town Council of Westonaria requested the South African Police to investigate alleged contraventions of the Group Areas Act, 1966 (Act 36 of 1966) in the Suurbekom agricultural holdings. This investigation is at present being conducted by the Group Areas Branch of Johannesburg. After completion of the investigation the case docket will be submitted to the Attorney-General for his decision. The requested information is therefore not furnished because it could prejudice the investigation and anticipate the judicial process.

- (1) Whether the Administrator of Natal has been requested to authorize the Natal Provincial Administration to (a) declare Thousand Hills Drive, Drummond, to be a provincial road and (b) bear the full cost of the expropriation;

Yes. On the 28 January 1988 the Administrator-in-Executive Committee granted authority for the Administration to declare 1000 Hills Drive, Drummond, a provincial road and for the Administration to pay the full cost of expropriating land to widen the road reserve to 30 metres.

- (1) Whether the Provincial Secretary of Natal has received any requests for assistance for the repair of flood damage to Assegaai Road; Hillcrest; if so, in respect of which portion of this road;
- (2) whether a decision has been taken in this connection; if so, (a) what decision and (b) when; if not, when is a decision expected to be taken?
This information was furnished by the Natal Provincial Government:
- (1) Yes. A request for assistance was received from the Botha’s Hill Health Committee with regard to repairs within the first half kilometre from the old main road end.
- (2) Yes. A decision was taken on 23 November 1987 to grant a total amount of R82 035 to the Health Committee for the repair of Assegaai Road as well as other minor flood damage repairs.

- (1) Whether the Council for the Environment submitted a report on the development of Armscor’s missile testing range at De Hoop in 1986, 1987 and 1988, respectively; if so, (a) on what dates and (b) where can copies of these reports be obtained; if not, why not, in each case;
- (2) with reference to the reply of the Minister of Defence to Question No 21 on 29 March 1988, what attempts are being made to ensure that the said range is being developed in accordance with the recommendations made in the Hey Committee Report?

- (a) The activities of the Overberg Committee of the Council for the Environment were reported on in the annual reports of the Council for 1984/85 (PR 25/1986); 1985/86 (PR 36/1987); and 1986/87 (PR 29/1988), which reports were respectively tabled in Parliament on 9 April 1986, 8 June 1987 and 2 March 1988. The relevant committee was, however, dissolved on 8 October 1987.
- (b) Copies of the annual reports of the Council for the Environment are obtainable from the Government Printer, Bosman Street, Private Bag X85, Pretoria, 0001.
- (2) Progress in the field of nature and environmental conservation in terms of the recommendations in the report of the Hey Committee, is being monitored by the Overberg Review Committee under the chairmanship of Dr D Hey and on which members of the Cape Provincial Administration, the SA Defence Force and Armscor serve. As the Cape Provincial Administration is the responsible institution with regard to all environmental matters in the area in question in terms of the report of the Hey Committee, I suggest that further questions in this regard be directed to my colleague, the Minister of Constitutional Development and Planning.

Mr Chairman, arising from the hon the Deputy Minister’s reply, may I ask him why Mr Mvunge, who was suspended on 28 March, has only been paid up to the end of February?
Mr Chairman, he was paid only up to the end of February because he was suspended with loss of his salary. If the procedure takes its course and he is found not guilty, he will naturally be remunerated as from that date.
Mr Chairman, further arising from the hon the Deputy Minister’s reply, this man was suspended only on 28 March 1988. Why was he not paid for the four weeks of March that he worked? [Interjections.]
Mr Chairman, that is not the information at my disposal, but I shall look into the matter again and get back to the hon member, should our information be incorrect.

- (1) Whether a certain hotel in Pilgrim’s Rest, the name of which has been furnished to the Department of Trade and Industry for the purpose of the Minister’s reply, is directly or indirectly controlled by any Government Department or statutory body; if so, (a) by what Department or body, (b) since when, (c) what is the nature of this control and (d) what is the name of the hotel;
- (2) whether any stipulations or recommendations are applicable to this hotel in respect of the (a) provision of accommodation and (b) serving of (i) meals, (ii) drinks and (iii) other refreshments; if so, what stipulations or recommendations;
- (3) whether there is any differentiation in respect of provision of services to potential customers on the basis of race or colour; if so, (a) what differentiation (b) why;
- (4) whether any (a) other hotels and (b) resorts controlled directly or indirectly by a Government Department or a statutory body practises discrimination on the basis of race or colour; if so, (i) what hotels and resorts and (ii) why;
- (5) whether consideration is being given to changing this state of affairs; if not, why not; if so, what steps are being considered in this regard?

- (a) The Board of Public Resorts (Overvaal) which falls under the Provincial Administration of Transvaal.

The normal conditions and restrictions pertaining to all hotel liquor licences.
- (3) and (4)(a) and (b) The Liquor Act, 1977 (Act 87 of 1977) or conditions pertaining thereto do not contain any discriminatory provisions as far as race or colour is concerned and the admission to licensed premises falls entirely within the discretion of the licensee or authority holder. The manner in which that discretion is exercised, is unknown. The supplementary questions under paragraphs (3) and (4)(a) and (b) fall away.

Mr Chairman, arising from the hon the Deputy Minister’s reply, may I ask him whether he is aware of a newspaper report according to which guests who were not White were turned away from being offered food and refreshments at that hotel?

- (1) No. The Department of Environment Affairs has been closely involved in a project of Eskom for the identification of areas along the South African coast which may possibly be considered for the siting of nuclear power stations.
- (2) Yes. Environmental factors have been taken into account along with economic, technological and other considerations since the inception of this project. Consequently, the entire process of selection of suitable areas, which is presently underway, can be regarded as the initial phase of a comprehensive planning exercise. This exercise is aimed at the determination of the most acceptable alternative, from an environmental, economical and social point of view, for electricity generation through nuclear power along the South African coast. Instead of using the term “environmental impact study” this process should rather be referred to as integrated environmental management.
- (a) & (b) Experience at Koeberg has shown that the environmental impheations of a project of this nature are minimal.

Mr Chairman, arising out of the hon the Deputy Minister’s reply, is he aware that the Chairman of the Air Traffic Controllers’ Association in Zambia has described the conditions at this airport as being dangerous — this is a man who presumably should know—and is he also aware that it is the responsibility of the South African Department of Transport to be responsible for safety in the air, particularly where South African aircraft are concerned? SAA aircraft land at Lusaka Airport on a regular basis and therefore I believe he has a responsibility in this matter to decide whether or not the SAA should continue to use Lusaka Airport.
Order! I do not think the hon member asked a question at all. He made a statement. If the hon the Deputy Minister wants to reply, he may.
Mr Chairman, I would nevertheless like to reply to the hon member. First of all, I am not aware, as I have already indicated in my reply, of what the Zambian Chairman of the Air Traffic Controllers’ Association has said. However, I would like to refer the hon member again to the reply given by the hon the Minister some time ago. I would also like to point out to the hon member, because I think it is of interest to our travelling public, that we have only two flights, on Wednesdays and Sundays, from here to Lusaka. They again depart for South Africa on the same days in the afternoons.
As far as we are concerned, although we are watching the situation very carefully, we are also aware that it is perfectly safe to land in Lusaka provided that weather conditions are always sound. We also know that no traffic controller can force a pilot to land. The final decision whether to land or divert is that of the captain. When conditions are very bad, I have no doubt but in fact all the confidence in the world that our captains will divert their planes.
I would also like to point out to the hon member that SAA is not the only airline making use of Lusaka. Therefore, as far as the danger situation is concerned, it must also apply to the other airlines.
In the last instance I would like to say to the hon member that only some and not all navigational aids are unserviceable. There is, for instance, an effective non-directional beacon which can assist any pilot in making a safe landing under bad conditions.
Mr Chairman, further arising out of the hon the Deputy Minister’s answer, he referred to a previous answer of the hon the Minister of Transport Affairs. I want to ask him if he is not aware that since that date some time ago conditions at Lusaka Airport have in fact deteriorated. Secondly, I want to ask him whether he will make it his business, or ask the hon the Minister to make it his business, to find out what the Chairman of the Air Traffic Controllers’ Association in Zambia has said, because I still submit that if we are to use this airport as a landing point for SAA, it is our duty — no matter how many other airlines use it — to ensure that it is safe for our airline.
Order! I think the hon member has now widened the scope of the original question considerably. I shall leave it at that. We proceed to questions on own affairs.
Mr Chairman, before we proceed to questions on own affairs I would like to ask for a ruling in respect of questions on general affairs. When a question in respect of general affairs which is similar to or the same as a question asked in another House, is asked in this House, is it sufficient to refer hon members to the answer given in the other House and is there not an obligation actually to repeat the answer to the question? It bcomes a matter of principle, because obviously people in different Houses may well ask the same questions. Is it expected of an hon member to find out what has been answered in another House or is there an obligation on a Minister to answer the questions again in full so that it can be made public and available to all hon members of this House? I think it is a matter of principle rather than being of application to a particular question and therefore I ask your ruling.

Mr Chairman, arising out of the hon the Minister’s reply to the last part of the question, calculations in respect of the amount required to maintain a healthy and reasonable standard of living are not made, how does the hon the Minister of Finance, presumably on recommendations, then decide on what levels pensions can be set? Or to possibly put it another way, how does his department know that people can actually survive on the pension levels that are paid?
Mr Chairman, various factors are taken into consideration such as the building costs of old-age homes and the cost of lodgings. Consumer prices of products and so on are also considered and a reasonable calculation is made, but a set amount cannot be determined because, as I said in my reply, it varies from area to area — there is a difference between metropolitan and rural areas. We can, however, arrive at an approximate estimate, but we cannot determine a set amount and say that it can be made applicable to each person. According to this the amount which is granted as an old-age pension, for example, is calculated.
Mr Chairman, further arising out of the hon the Minister’s reply, with that as background and also the subsidies which the Department pays in respect of the three categories of old-age homes, does the Minister not think that it is essential for the Department to investigate specifically what is required for the maintenance of the aged in order to determine acceptable old-age pensions and social pensions which will enable them to survive?
Yes, Mr Chairman, it is important, and the Department engages itself with those investigations. The fact remains, however, that we cannot name specific amounts and say that the aged can live or get by on those amounts. The investigations the hon member mentioned are continually being done.
Mr Chairman, further arising out of the hon the Minister’s reply, he has said that the department cannot make a precise estimate because there are variations, and I accept that. He did say, however, that they do make estimates. Could he please tell us what the ballpark figure is that they work on?
No, Sir, I have said it is impossible to name an average amount, and I think it would be wrong to name a specific amount here. Let me put hon members’ minds at rest. These calculations are made and we review them constantly and then act accordingly. It is impossible to name a fixed amount, however, and to say that that is a fixed amount for the whole republic.
It sounds like “Lapanomics”.
