Independent Black states/South West Africa: overseas loans guaranteed by South African Government 792. Mr C J DERBY-LEWIS

asked the Minister of Foreign Affairs:

  1. (1) (a) What overseas loans were guaranteed by the South African Government on behalf of (i) each of the independent Black states and (ii) South West Africa during the latest specified period of 10 years for which information is available and (b) what were the conditions of repayment in each case;
  2. (2) whether any of these loans have been repaid; if so, (a) how many of these loans have been repaid by (i) South Africa in terms of guarantees given by the South African Government and (ii) these states themselves and (b ) in respect of what date is this information furnished?
The MINISTER OF FOREIGN AFFAIRS:
  1. (1) The hon member will understand that in order to protect sources of overseas loans, particulars of each specific transaction should under present circumstances not be published. In terms of Section 13(6) of the Exchequer and Audit Act (No 66 of 1975), the State furnishes information in respect of its guaranteed liabilities only on a global basis, which information is published annually in the Government Gazette.
  2. (2) The South African Government has in no case been called upon to make payments in terms of guarantees made by it in respect of overseas loans to the TBVC States and South West Africa during the past ten years ending 31 March 1988.
Tugs: Willem Heckroodt/Danie du Plessis 807. Mr C J DERBY-LEWIS

asked the Minister of Foreign Affairs:

  1. (1) Whether his Department was involved in the sale of the South African tugs Willem Heckroodt and Danie du Plessis to the Government of Mozambique; if so,
  2. (2) whether any agreement was reached on assistance to Mozambique in respect of the operation and maintenance of these tugs; if so, what are the terms of this agreement;
  3. (3) whether it is the intention to ask South African citizens to volunteer to assist in operating and maintaining these tugs; if so, (a) what will be the conditions of service of these volunteers and (b) by whom will their salaries and expenses be paid?

Staff complement in RSA/countries abroad 931. Mr C J DERBY-LEWIS

asked the Minister of Foreign Affairs:

What was the staff complement of his Department in respect of Whites, Coloureds, Indians and Blacks, respectively, in (a) the Republic and (b) countries abroad (i) in the (aa) 1978-79, (bb) 1982-83 and (cc) 1986-87 financial years and (ii) as at the latest specified date for which figures are available?

Learner telephone electricians: applications for employment 939. Mr J B de R VAN GEND

asked the Minister of Communications:

(a) How many applications for employment as learner telephone electricians were received from (i) Whites, (ii) Coloureds, (iii) Indians and (iv) Blacks during the latest specified 12-month period for which figures are available and (b) (i) how many such applications were refused by the Post Office, and (ii) what were the reasons for refusing them, in respect of each of these race groups?

The rank of learner telephone electrician has been replaced by that of telcom trainee and the above-mentioned information is accordingly furnished in respect of the latter rank. As a number of applicants merely applied for employment in the technical division and not specifically as telcom trainees, all those applications that were initially made for or ultimately refined to telcom trainees are included in the figures indicated.

Land Bank Board: educational/professional qualifications of members 979. Mr P G SOAL

asked the Minister of Finance:

  1. (1) What are the (a) educational and (b) professional qualifications of each of the members of the Land Bank Board;
  2. (2) whether persons appointed as members of this board are required to have any special qualifications; if so, what special qualifications?
The MINISTER OF FINANCE:
  1. (1)
    1. (a) The chairman and the other eight members all have matric. In addition the chairman is in possession of a B.Com. degree and a diploma in accountancy, one member a B.Sc. Agrie, degree whilst two further members have agricultural diplomas;
    2. (b) practical farmers except the chairman who is also the Managing Director of the Land Bank.
  2. (2) Yes — members of the Land Bank Board are acquainted with the various farming regions and farming industries. Due to his comprehensive farming experience as successful practical farmer, each member of the Land Bank Board has specialized knowledge of such farming region and industry as well as farming in general and has played a leading role in the agricultural field.
    Members of the Land Bank Board are appointed by the State President in terms of the provisions of the Land Bank Act, 1944, and the name of each appointed member is Tabled in Parliament.
Krugersdorp/Witpoortjie stations: first/thirdclass passengers handled 1005. Mr C J DERBY-LEWIS

  1. (1) What is the daily number of (a) first and (b) third-class passengers handled by the Krugersdorp and Witpoortjie stations, respectively;

  1. (1) How many new (a) public and (b) private telephones were installed in 1987 in the Indian areas of Lenasia, Laudium, Benoni, Germiston, Newcastle, Ladysmith, Dundee, Estcourt, Mooi River, Pietermaritzburg, Marburg, Umzinto and Umkomaas, respectively;
  2. (2) how many (a) public and (b) private telephones were there in each of these Indian areas as at 31 December 1987;
  3. (3) how many applications for telephones were outstanding in respect of each of these areas as at the latest specified date for which figures are available?

The Department’s customer records do not distinguish between the various population groups. Replies to similar questions in the past were based on information gleaned from surveys that were conducted to establish the demand for telephone service as at 31 December of each year. The date of these surveys has since been changed to 30 September and the information under (1) is accordingly furnished in respect of the period 30 September 1986 to 30 September 1987 and that under (2) as at 30 September 1987.

Lenasia

The waiting applicants have in the meantime been provided with service.

Laudium

Eleven of the waiting applicants have in the meantime been provided with service. A minor cable work to meet the requirements of the remaining 4 applicants will be undertaken during the current financial year.

Newcastle

Seven of the waiting applicants have in the meantime been provided with service. A minor cable work to meet the requirements of the remaining 2 applicants is being planned for the current financial year.

Ladysmith

Seventy-four waiting applicants in the Nambiti area have in the meantime been provided with service. A cable work to meet the requirements of the remaining 29 applicants in the Fouriespruit area will be undertaken during the current financial year.

Estcourt

The waiting applicants have in the meantime been provided with service.

Pietermaritzburg

Fourteen of the waiting applicants in the Northdale area have in the meantime been provided with service. A cable work to meet the requirements of the remaining 26 applicants in that area is being planned for the current financial year. Seventeen of the waiting applicants in the Mountain Rise area have also in the meantime been provided with service. A cable work to meet the requirements of the remaining 7 applicants in the area is being planned for the current financial year.

Marburg

Seventy-five of the waiting applicants have in the meantime been provided with service. The remaining applicants will be provided with service during April 1988 after the completion of a cable work.

Craigiebum (previously Umkomaas)

Seventeen of the waiting applicants have in the meantime been provided with service and a further 19 applications for service required at premises situated beyond the minimum rental area of the exchange are in the course of being met. A further 38 applicants are expected to be provided with service during the second half of this year after the commissioning of an extension to the exchange. The provision of service to the remaining 11 applicants is dependent on the availability of funds.
