Johannesburg: applications for exemptions from Group Areas Act 4. Mr P G SOAL

asked the Minister of Constitutional Development and Planning:

  1. (1) Whether, during 1987, his Department received any applications for exemptions from the provisions of the Group Areas Act, No 36 of 1966, in respect of residential areas in Johannesburg; if so, (a) how many such applications had been (i) granted and (ii) refused as at the latest specified date for which information is available and (b) what were the reasons for (i) granting and (ii) refusing each application;
  2. (2) whether any action was taken against (a) owners and (b) occupants of residential property in Johannesburg in terms of the provisions of the said Act during the above-mentioned period; if so, (i) in respect of the owners or occupants of which properties, (ii) what action was taken, (iii) who initiated the action, (iv) who decided what action should be taken, (v) why was action taken and (vi) what was the outcome of the action in each case?
The MINISTER OF CONSTITUTIONAL DEVELOPMENT AND PLANNING:

      1. (i) It is not deemed desirable to divulge the required information as it might lead to embarrassment of owners and occupants.
      2. (ii) Notices were issued on the parties concerned in terms of section 41 of the Group Areas Act.
      3. (iii) Action arose from complaints lodged with the Police by the public.
      4. (iv) In terms of Government policy.
      5. (v) Because of contraventions of the provisions of the Act.
      6. (vi) In one case the illegal situation has been rectified and action has been stopped; in another it has been decided not to proceed with administrative action in terms of section 41.
        In a third case action has been suspended for further police investigation and, in a fourth, action is proceeding in terms of the provisions of the Act.

  1. (1) (a) How many township constables were being employed in Black townships as at the latest specified date for which information is available, (b) what training are these constables given prior to being deployed and (c) where are they trained;
  2. (2) whether any fire-arms issued to township constables have been used in the commission of any crimes; if so, (a) how many as at the latest specified date for which information is available and (b) what were the circumstances surrounding the use of such fire-arms in each case?

The execution provisions of section 34 of the Black Local Authority Act, 1982 (Act No 102 of 1982) in terms of which the municipal police function was assigned to the various provincial governments on 1 October 1986 and according to information received from them, the following replies are furnished:

asked the Minister of Water Affairs:

  1. (1) Whether (a) he and/or (b) his Department sent out Christmas cards in 1987; if so, (i) what total number of cards was printed, (ii) to whom were they sent, (iii) what was the total cost of producing and distributing these cards, and (iv) who was responsible for printing them, in each case;
  2. (2) whether postage stamps were used to send out these Christmas cards; if not, how were they distributed?

      2. (ii) Christmas cards were sent to Ministers, Deputy Ministers, other political dignitaries, heads of Departments, other Government Departments, parastatal organizations, regional and local authority bodies and other associations, boards and institutions with whom the Department is in frequent liaison, Departmental personnel and offices and other institutions and individuals from whom cards were received.
      3. (iii) Printing cost alone R828,17.

  2. (2) Yes. Postage stamps were used to mail 111 cards but the sender bore the cost thereof himself. The remainder of the cards were distributed in official envelopes.
Provincial hospitals: specialist medical equipment purchased 638. Dr M S BARNARD

(1) Whether any items of specialist medical equipment costing in excess of R100 000 were purchased by any provincial hospital services department in the financial year ended 28 February 1986; if so, (a) to which department of which hospital was the equipment delivered, (b) on what date was delivery taken, (c) on what date was the equipment commissioned, and (d) what was the delivered cost of the item, in each case;
  2. (2) whether there was a delay of more than 60 days between the date of delivery and the date of commission in respect of any of this equipment; if so, what was the reason for the delay in commissioning the order in each case;

  1. (2) D X R treatment unit:
    This is a sophisticated unit which takes time to install. Furthermore, as it is a radiation unit, approval of the Department of National Health and Population Development had to be obtained in regard to the building housing the unit, the unit itself and its calibration before the commissioning could take place.
    CT whole body scanner:
    In addition to the sophistication of this unit, changes had to be made to the accommodation, ie buildings and air conditioning prior to commissioning. The actual time for commissioning was regarded as reasonable by the Chief Provincial Radiologist/Professor of Radiology.
  2. (3) The deficit of equipment in the Province is so great that most equipment is overutilized. However reviews have been conducted on an ad hoc basis in the past and this Province’s Hospitals Branch is currently engaged in an exercise to draw up a comprehensive inventory of electro-medical equipment with the aim of improving the management thereof.

    2. (b) In rare cases where equipment is found to be under-utilized it is transferred to institutions where it will be properly utilised.

(a) How many hectares of land in Natal have been proclaimed for residential purposes for Whites, Coloureds, Indians and Blacks, respectively, (b) how many hectares of the land so proclaimed for each of these race groups are (i) undeveloped and (ii) owned by private individuals and (c) in respect of what date is this information furnished?

The MINISTER OF CONSTITUTIONAL DEVELOPMENT AND PLANNING:
  1. (a) Whites — 97 786 ha
    Coloureds — 6 811 ha
    Indians — 37 944 ha
    Blacks — 3 881 ha have been set aside as development areas.
  2. (b) Of the land set aside for Blacks, 1 938 ha were undeveloped and 89 ha were privately owned. Corresponding information is not available in respect of the other groups.

The MINISTER OF WATER AFFAIRS:
  1. (1) No, but it is fully operational.
    1. (a) The scheme was constructed as an emergency water scheme during the drought of 1983 to provide a greater degree of assurance of supply, as well as for future drought periods.
    2. (b) The scheme will again be brought into operation when the demand for water in the area of supply of the Umgeni Water Board increases. The scheme was first brought into operation during January 1984 and pumping took place for intermittent periods until February 1985, when pumping was discontinued.

    1. (a) The actual total cost of construction of the scheme (including inter alia pipelines, pumps, pump stations and servitudes) amounts to R24 247 000.
    2. (b) February 1988.
  3. (3) Yes. An amount of R554 794,78 was paid to landowners as compensation for servitudes.
  4. (4) Yes. The legal costs, excluding the cost of the registration of servitudes incurred by the State Attorney, to date amount to R64 457,42.
