asked the Minister of Law and Order:
- (1) (a) What total number of persons classified as juveniles in terms of the Prisons Act, No 8 of 1959, had been detained in terms of the emergency regulations since 12 June 1986 as at the latest specified date for which information is available, (b) in which prisons were they detained and (c) for what period in each case;
- (2) whether these juveniles were visited by detainee inspectors; if not, why not; if so, at what intervals?
- (1) (a) to (c) The work involved in compiling this information would be voluminous and time-consuming and cannot be economically justified. Therefore I am not prepared to furnish this information.
- (2) No. I wish to point out to the honourable member that Inspectors of Detainees are appointed in terms of Sections 44 and 45 of the Internal Security Act, 1982 (Act 74 of 1982) to visit persons detained in terms of Section 29 of the said Act.
Persons detained in terms of the Emergency regulations, receive visits from Judges of the Supreme Court of South Africa, and on request from their legal representatives, parents and/or family.
Furthermore I wish to refer the honourable member to the reply of my Colleague the Minister of Justice to Written Question Number 232.

Whether any persons died in police custody in 1987; if so, (a) how many, (b) what were their names, (c) on what date did each die, (d) in terms of what statutory provisons were they being held, (e) in the custody of which police station was each such person when he died and (f) what was the cause of death in each case?
Yes

- (b) and (c) From a practical point of view and because it is not in the interests of the relatives of the persons, I am not prepared to furnish this information.

The inquests have not yet been completed in respect of the remaining 64 deaths and I do not consider it to be in the interests of justice to furnish particulars regarding these cases.

- (a) and (b) Several instances up until 12 February 1988. However, the work involved in compiling these statistics country-wide is voluminous and time-consuming and cannot be economically justified. Therefore I am not prepared to furnish this information.
Note: However, I wish to draw the attention of the honourable member to the fact that the presence of special constables in the Black residential areas, causes a great deal of antagonism among radical elements. These members are often exposed to provocation and situations of necessity. Allegations of excessive force and criminal behaviour are often made against these members out of revenge, when they consequently take action against radical and criminal elements. In some instances the allegations are well-founded, but in the majority of cases it is evident that the allegations are meant to discredit special constables in the community and with the outside world.
All allegations are carefully investigated. In those instances where it is clear that special constables have committed crimes, criminal charges are investigated against them without hesitation and their services are summarily terminated. It is brought to the attention of special constables daily that they, like any other citizens, should not act beyond the limits of the Law. They also work under the supervision of experienced police officials.
Furthermore, I wish to point out to the honourable member that the Commissioner of the South African Police and I, have irrevocably undertaken to eradicate criminal behaviour within the South African Police, and this includes the criminal behaviour of special constables.

— 638 persons in terms of the Internal Security Act, 1982 (Act No 74 of 1982).
— Although unrest has decreased, the revolutionary climate remains unacceptably high and unrest-related incidents still occur.
The publication and distribution of information in respect of detentions under the Emergency Regulations can contribute to increase the revolutionary climate. Therefore, I do not consider it to be in the interest of the safety of the public and the maintenance of the public order to be party to such actions.

Whether any meetings have been prohibited in terms of the emergency regulations since 12 June 1986; if so, how many in each police district as at the latest specified date for which figures are available?
Yes, 49 meetings until 22 February 1988 in various police districts country-wide.

- (1) How many detainees held under the emergency regulations had been released following court orders to that effect since the introduction of the first state of emergency in July 1985 as at the latest specified date for which information is available;
- (2) whether any applications for the release of detainees held in terms of emergency regulations are pending; if so, how many as at the latest specified date for which information is available?

- (a) and (b) 569 complaints inter alia, murder, attempted murder, assault with the intent to do grievous bodily harm, theft, rape, malicious damage to property, culpable homicide, pointing of a firearm, robbery, negligent driving and driving under the influence of liquor, were reported at various police stations country-wide.
- (c) A case docket was opened in respect of every complaint and submitted to the Attorney-General of the area concerned after completion of the investigation to decide whether prosecution were to be instituted or not.

As a result of rotation of employees between projects inside as well as outside South African Development Trust-areas, and fluctuating contract periods, the desired information cannot be calculated.
- (2) The number of temporary work opportunities for occasional workers created on South African Development Trust land, by means of the special employment creation programme, for the period 1 April 1986 to 31 March 1987 amounted to 57 582. The South African Development Trust Corporation (STK) however operates in the industrial area at Botshabelo, which was incorporated into Qwaqwa on 2 December 1987. The figures in respect of the STK’s activities in Botshabelo as at 2 December 1987 were as follows:

In the other instance, stones were thrown at a bus. A member of the South African Police, who was a passenger on the bus, fired one round of birdshot at the stone-throwers and wounded a 22-year-old Black female.
However, I do not consider it to be in the interests of the persons to furnish their names.

asked the Minister of Foreign Affairs:
With reference to his reply to Question No 533 on 7 October 1987, how many overseas visitors who were guests of his Department in 1987 were unable to meet representatives of (a) the National Party, (b) the Progressive Federal Party, (c) the Conservative Party, (d) Inkatha and (e) the Soweto Civic Association as a result of the itineraries of these guests not permitting of such meetings?
It is customary to arrange interviews with representatives of the political parties of all three Houses of Parliament. Sometimes there is not enough time available to fit in meetings with representatives of all the parties and the guest concerned is consulted on his preferences. It also happens that guests themselves ask that appointments be cancelled or altered. Alterations to programmes are thus made all the time, sometimes at the last moment. The Department does not specifically keep record of such alterations. The Department also does not keep record of the discussions with guests regarding their preferences at the arrangement of appointments.

- (1) Whether the South African Government and the Portuguese Government have reached an agreement in regard to repairing damaged power pylons and renewing cables carrying electricity from the Cahora Bassa Hydro-electric Scheme in Mozambique to the Republic; if so, (a) when, (b) what will be the amount of (i) South Africa’s and (ii) Portugal’s contribution towards the repairing of damage and the renewal of cables and (c) by which Government Departments will South Africa’s contribution be provided;
- (2) what are the main terms of this agreement?

- (a) South Africa accepted in principle the proposals mentioned in paragraph (2) below on 16 March 1988, Portugal on 14 March 1988 and Mozambique on 4 March 1988.

- (c) Introduction of a distribution entity as a contracting party in the relationship between the generator Hidroelectrica de Cahora Bassa (HCB) and the consumer (ESKOM);
- (d) Negotiation of an acceptable tariff between ESKOM and HCB;
- (e) Confirmation by the respective Governments of the security proposals.

- (1) Whether his Department imposes any restrictions on the enrolment of White students at universities in the self-governing territories; if so, what are these restrictions; if not,
- (2) whether he will furnish information on whether such restrictions are imposed by the universities in question; if not, why not; if so, what are these restrictions?
- (1) No. The Department has no power to impose any restrictions on the enrolment of White students at universities in the self-governing territories.
- (2) Yes. Although persons of all population groups are admitted as students by the universities, the councils of the universities give preference to students of the population group for which the universities were initially instituted. It is the policy of these universities that no person of another population group will be registered at the cost of a person of the population group for which the universities were instituted and who qualifies for admission.

How many White (a) males and (b) females over the age of 50 years were victims of violent assault or murder in (i) each year from 1984 up to and including 1987 and (ii) 1988 as at the latest specified date for which figures are available?

The South African Police do not keep records of the race, sex and age of victims of this type of crime, therefor I cannot furnish the required information.
asked the Minister of Foreign Affairs:
Whether the appointment of persons to the post of private secretary in his Department is subject to any restrictions in regard to period of service; if so, what are the relevant details; if not, (a) what procedure is followed in (i) assessing such officials for promotion purposes and (ii) granting them promotion and (b) what are their prospects for promotion?
Posts of private secretary do not exist in the Department of Foreign Affairs. The services of personnel in another occupational class in the Department, who have already served abroad are utilised in that capacity. Having served for two to four years as private secretary the personnel concerned continues with their professional careers as foreign service officers.
- (a) The normal procedure applicable in the Public Service is followed in (i) assessing such personnel who act as private secretary and (ii) in granting them promotion.
- (b) Their prospects for promotion depend on the quality of their work.

Whether it is the policy of the South African Defence Force that members stationed at a particular command for a specific period must be transferred once that period has expired in order to become eligible for promotion; if not, what is the policy in this regard; if so, what is the (a) duration of this period and (b) reason for this policy?
No. The prerequisites for promotion are that a post should be available and the member should possess the prescribed qualifications, merit, experience and seniority. Individuals’ circumstances are, however, taken into account when transfers are considered.

The visa requirements of other countries are subject to frequent changes and today’s information could soon become outdated. Travel agencies are kept up to date with the latest information and can be consulted at any time as can the Department of Foreign Affairs. In the circumstances it could be misleading to have a list printed in Hansard.
