asked the Minister of Law and Order:†
- (1) Whether the services of certain police reservists at police stations in the Soutpansberg constituency, the names of which have been furnished to the South African Police for the purpose of the Minister’s reply, were recently terminated; if so, (a) why, (b) in what manner and (c) how many reservists are involved;
- (2) whether the services of police reservists have been terminated on a country-wide basis; if so, (a) why and (b) how many reservists’ services have been terminated country-wide; if not, why not?

- (a) On account of their continued membership of the Afrikaner-Weerstandsbeweging.

Mr Speaker, arising out of the reply of the hon the Minister, is it now as a result of the complaints lodged with the hon the Minister by Adv Pieterse, the NP’s agent in Soutpansberg, that this action was taken against the AWB in that area?
Mr Speaker, I am not aware of any complaints lodged by Adv Pieterse.
Mr Speaker, further arising out of the reply of the hon the Minister, does he not remember the letter written to him by Adv Pieterse, in which reference was also made to the AWB? Does he not remember that he twice sent police officers to investigate? Why does he now say that he is not aware of a complaint lodged by Adv Pieterse? [Interjections.]
Mr Speaker, there are other questions on this matter as well on the Question Paper for today. If the hon member will sit quietly for a little while, he will perhaps feel happier as soon as he has heard the replies to those.
Mr Speaker, further arising out of the hon the Minister’s reply, can he tell us whether national servicemen who belong to the AWB are also forbidden to take part in Defence Force activities? [Interjections.]
Mr Speaker, I think the hon member should rather put that question to my colleague, the hon the Minister of Defence. [Interjections.]

How many prisoners were being held at the (a) maximum security and (b) medium security prison on Robben Island as at the latest specified date for which figures are available?

- (1) Whether, in 1987, he met with Mr Nelson Mandela inside a prison during the course of his duties; if so, (a) what was the purpose of these meetings and (b) (i) when and (ii) where did they take place; if not,
- (2) whether he met with Mr Mandela outside prison premises in that year; if so, (a) what was the purpose of these meetings and (b) (i) when and (ii) where did they take place?

I visit various prison institutions in the course of my duties and sometimes talk to groups or individuals. In the process I have also had contact with Mr Nelson Mandela.
asked the Minister of Law and Order:†
- (1) Whether members of the (a) South African Police and (b) reserve police force were recently requested to indicate in writing whether they are members of a certain organization; if so, of what organization;
- (2) whether those members who have indicated that they belong to the organization concerned, have been required to take certain action; if so, what action;
- (3) whether all such members have complied with this requirement; if not,
- (4) whether any action has been taken against members who have failed or refused to comply with this requirement; if not, why not; if so, what action?

- (b) Yes. A number of members of the Reserve Police Force were requested to indicate whether they were members of the Afrikaner-Weerstandsbeweging.
- (2) Yes. They were given the choice of resigning from the Afrikaner-Weerstandsbeweging or resigning as members of the Reserve Police Force.
- (3) No.
- (4) Yes. Seven members of the Reserve Police Force were informed that their services were going to be terminated.
Mr Speaker, arising out of the hon the Minister’s reply, are these to the best of his knowledge the only seven members of the reserve police force who either refused to indicate that they were members or refused to resign?
Mr Speaker, I shall , still in replying to question 16 — which is a question of the hon member for Green Point— deal with the whole matter of the AWB and our action in this connection. I really suggest that the hon member for Soutpansberg waits until I get there, because he may get clarity then.
Mr Speaker, further arising out of the hon the Minister’s reply, I put certain questions to him, and I would like to suggest, with respect, that the hon Minister did not reply to my questions properly. I therefore request him to supply me with a reply.
Mr Speaker, I supplied the hon member with a full reply and I shall let my reply suffice.
Mr Speaker, the hon member for Soutpansberg asked the hon the Minister a question arising out of his reply. I do not believe it is within the power of the hon the Minister to say when he will answer a question. He says he will do so when he replies to question 16. [Interjections.]
Order! The hon member for Soutpansberg’s last comment was not a question but a complaint against the hon the Minister that he did not originally reply fully enough to his question. This is what the House is dealing with at the moment, and not with a specific question by the hon member to the hon the Minister.
Mr Speaker, further arising out of the reply of the hon the Minister I should like to know from him whether it has been determined that the AWB has been declared an unlawful organization.
Mr Speaker, I have already indicated that in my reply to question 16 I shall respond fully to questions which the hon member for Green Point has put to me about what the policy is and so on. I suggest that the hon member sits quietly now, because he will hear the replies shortly.
Mr Speaker, further arising out of the hon the Minister’s reply, I should like to know from him in terms of which statutory provision or regulation he terminated the membership of these persons.
Mr Speaker, again I should like to tell the hon member nicely and slowly that in my reply to question 161 shall reply exactly to what he is asking. He will then have clarity in this connection. [Interjections.]

- (1) Whether, during the past year, he received an representations relating to the possible opening of commercial cinemas on Sundays; if so, (a) from whom and (b) what was the gravamen of these representations in each case;

asked the Minister of Foreign Affairs:
- (1) Whether his Department investigates the past of persons appointed as members of foreign diplomatic missions in South Africa; if not, why not, if so,
- (2) whether a certain member of such a mission, in respect of whom certain information has been furnished to the Minister’s Department for the purpose of his reply, has connections with a banned organization; if so,
- (3) whether any action has been taken against this person; if not, why not; if so, what action;
- (4) whether he will furnish the House with information on this person; if not, why not; if so, (a) what is his (i) name and (ii) diplomatic rank, (b) which country does he represent in South Africa and (c) with what banned organization does he have connections?
- (1) Before Heads of Diplomatic Mission are appointed in South Africa, customary international law requires that approval of the appointment be obtained from the State President. When applicaiton is made for such approval, a curriculum vitae of the nominee is submitted by the sending State and this is investigated further.
In the case of other members of the staff of diplomatic missions, customary international law dictates that the sending State may freely appoint the members of the staff of the mission, except in the case of military, naval or air attachés where the receiving State may require their names to be submitted beforehand for its approval. This procedure is followed in South Africa and the past of persons whose names are submitted for approval is investigated by the relevant authorities before such approval is given. - (2) Not to the knowledge of the relevant authorities.

asked the Minister of Law and Order:
Whether any special constables have been deployed in Botshabelo; if so, (a) how many, (b) when were they deployed in this area for the first time and (c) what speficied tasked have they been assigned?
Yes.
- (a) Sufficient special constables to supplement permanent members of the South African Police so that law and order can be effectively maintained.
- (b) Since 1 June 1987.
- (c) Special constables are employed to guard schools and other strategic buildings. They are also employed during crime prevention actions.
However, I regret the fact that in certain circles, deliberate campaigns have been launched to discredit special constables. This is being done with evil intentions in order to jeopardize the good relations that exist between them and the majority of law-abiding residents of black townships.
I wish to emphasize that since special constables were first deployed in the Black townships, there has been an increasing decline in unrest-related incidents and ordinary crime.
Their presence in the Black townships is welcomed by the majority of law-abiding residents. They are a stumbling-block to the radical and criminal elements because they effectively curb their criminal activities.
Should the hon member or any of the hon members of this House approach me, I am prepared to share with them information which I have at my disposal in respect of how the law-abiding communities experience the presence of special constables in the Black townships in a positive manner.
Mr Speaker, arising out of the hon the Minister’s reply, could he tell us whether he has received complaints about these special constables exceeding their powers in Botshabelo?
Mr Speaker, as far as I know, no complaints have been received, but the hon member will understand that it is not possible for me to give an accurate answer off the cuff. If she cares to put that question on the Question Paper, however, I will reply to it.
asked the Minister of Finance:
Whether his Department has made an estimate of what the loss of revenue to the State would have been in the (a) 1986/87 and (b) 1987/88 financial year if all parental expenditure on the private school fees of their childred had been tax-deductible; if so, what are these estimates in each case?

asked the Minister of Law and Order:
- (1) Whether any persons currently detained under emergency regulations are being detained for activities connected with any of the 17 organizations recently restricted; if so
- (2) whether it is his intention to release these persons now; if not, (a) why not and (b) when is it anticipated that they will be released?

In order to compile and process this information, it will be necessary to check the records of the South African Police country-wide. This would be a voluminous and time-consuming task which could not be economically justified. Therefore, I am not prepared to furnish this information.

(a) What is the amount outstanding on the largest loan made by the Land and Agricultural Bank to a member of its staff and (b) in respect of what date is this information furnished?

Whether his Department considers the proposed alternative road to the N3 between Howick and Estcourt to be suitable from the point of view of (a) road safety, (b) ability to carry heavy-vehicle traffic and (c) meeting the required specifications; if so, by whom was this decision taken?
(a), (b) and (c) Yes, for the present volume of traffic using the road. Should traffic volumes increase the road will be suitably improved and/or maintained. No decision had to be taken since these are the facts.
For the hon member’s information it is pointed out that only the section between Nottingham Road and Hidcote of the alternative road to the N3 has to be used to avoid paying toll at Mooi River.

- (1) Whether a contract for the privatization of the N3 between Hilton and Alberton has been entered into; if so,

Whether announcements are made during domestic flights of the South African Airways that it is dangerous to smoke in the toilets; if so, why is it dangerous?
Yes. Burning objects thrown in waste bins can ignite flammable objects, such as paper. Special announcements which bring this aspect to the attention of passengers are also made on each flight of S.A. Airways as an additional safety measure.
Of the latest fire/smoke detectors are installed in aircraft on S.A. Airways and the efficiency of this equipment are tested on a regular basis. Aforementioned measures have been introduced in order to ensure the safety of passengers as far as possible.

- (1) Whether any charges were laid with or complaints were made to the South African Police in respect of alleged assaults on the acting principal of the Langa High School on the property of that school during April and May 1987; if so, (a) what charges or complaints and (b) when were these charges laid;

- (1) The hon member will appreciate that in matters of this nature, particularly as regards the possibility of discussions with Angola, I am simply not in a position to give definitive replies to the categorical questions put by the hon member.

- (1) Whether it is the policy of the South African Police (a) not to engage persons as, and (b) to require the resignation of, (i) members of the Police Force and (ii) members of the reserve police force who are current members of (aa) a certain organization, the name of which has been furnished to the Police for the purpose of the Minister’s reply, and (bb) any other organizations; if so,
- (2) (a) in terms of what statutory provisions or regulations, (b) why and (c) what are the names of the organizations concerned?

When a person applies for enlistment in the South African Police and during selection it becomes evident that he is a member of an unregistered political party or a movement, organisation, body or association with political aims, this fact will adversely affect his application.
In the case of members of the Force, there are clear instructions that prohibit membership of and participation in the activities of an unregistered political party or a movement, organisation, body or association with political aims. These instructions are explicitly brought to the attention of new members when they are taken into service. Thereafter they are regularly reminded of this fact during staff lectures. (In terms of section 1 of the Police Act, 1958 (Act 7 of 1958) a member of the Reserve Police Force is also a member of the Force while serving in the Force.)
When it is brought to the attention of the South African Police that a permanent member of the Force contravenes instructions with regard to membership of an unregistered political party or a movement, organization, body or association with political aims, departmental steps in terms of the Police Regulations are taken against that member. Such a member cannot be summarily dismissed. However, should he persist in his membership or activities, the instructions make provision that a Board of Enquiry can be held to determine whether the member concerned is fit to remain in the Force. The merits of each instance are considered individually.
When it is brought to the attention of the South African Police that members of the Reserve Police Force are contravening the instructions with regard to membership of an unregistered political party or a movement, organization, body or association with political aims, their services are terminated in accordance with the provisions of the Regulations for the Reserve Police Force by giving them notice of such termination of services.
I wish to point out to the hon member that since the establishment of the South African Police in 1913, they have followed a policy of disciplined impartiality in the execution of their statutory duties. This policy of impartiarlity is proved by the loyalty they have maintained through the years towards the government of the day. It is a policy of which they are very proud because it best serves the interests of a mutli-racial South Africa with its diverse social, cultural and religious customs.
To strictly abide by this policy is in itself a very difficult task. Therefore the South African Police cannot allow members of the Force to also be members of unregistered political parties or movements, organizations, bodies or associations which pursue radical and extremist political goals and demand undivided loyalty from their members.
Even if such an organization should register or start functioning as a political party, and the activities and goals of such party are so radical and extremist that membership thereof is incompatible with membership of the South African Police, the necessary steps will be taken to prevent this clash of loyalties.
The Afrikaner-Weerstandsbeweging is an organization which from its statements of policy at my disposal, clearly indicates that it pursues radical and extremist political goals and demands undivided loyalty from its members.
These radical and extremist political goals cannot be reconciled with the policy of impartiality of the South African Police. A person who is loyal to the Afrikaner-Weerstandsbeweging or any other radical organization cannot serve the interests of South Africa’s multi-racial society impartially.

Mr Speaker, arising from the hon the Minister’s lengthy reply, may I ask him whether he does not believe that by confining the fund-raising activities for the flooded areas of the Orange Free State and Northern Cape to one organization there is likely to be less money collected?
First of all, Mr Speaker, I may tell the hon member that my reply was lengthy in order to give him adequate information. Secondly, yes, I do believe so, and it is because of the Fund-raising Act, No 107 of 1978.
Mr Speaker, further arising from the reply of the hon the Minister, may I ask him whether he can indicate to us whether any of the fund-raising bodies that he mentioned contravened the Fund-raising Act in any way?
Mr Speaker, the answer is no.
asked the Minister of Constitutional Development and Planning:
- (1) Whether his Department is responsible, through the provincial administrations, for the administration of social pensions for Blacks in certain areas; if so, (a) in which areas and (b) what total number of Black persons are currently receiving pensions;
- (2) whether there is a backlog in the handling of applications for social pensions in any areas; if so, (a) in which areas, (b) what are the reasons for this backlog and (c) what total number of applications are currently awaiting processing;
- (3) whether he will make a statement on the matter?
(1) The Department of Development Planning is only responsible for determining overall policy. The administration of social pensions vests in the different Provincial Administrations and the following information was furnished by them:

(b) The social pension computer system was previously conducted on a centralised basis. Since the function was transferred to the Provincial Administrations the computer system is being conducted on a decentralised basis from the provinces to a centralised data base linked to a central computer bureau. Problems are being experienced with data communication lines to the central data base which give rise to the backlog in the processing of applications. |

Mr Speaker, arising from the hon the Deputy Minister’s reply, can he give an indication of how long he expects it will be before the backlog of applications is eliminated?
Mr Speaker, it is very difficult to furnish an exact period or a date. I can assure the hon member that the provincial administrations are doing everything in their power to eliminate the backlog.

- (1) Whether, since the publication of the Hey Committee Report in 1983, the South African Defence Force and/or the Armscor authorities have been approached by members of the Council for the Environment for (a) permission to visit, and (b) environmental monitoring information on, the nature reserve and missile testing range at De Hoop pursuant to the recommendations of the Hey Committee; if so, (i) on what occasions and (ii) with what result in each case;
- (2) whether he will make a statement on the matter?

- (i) During 1985 and 1986. It is possible that other informal requests were also made but no record of such requests is available.
- (ii) During June 1985 members of the Overberg Committee of the Council for the Environment, visited the Overberg Testing Range and the De Hoop Nature Reserve as guests of the then Deputy Minister of Defence.
During 1986 the Chairman of the aforementioned Committee directly approached officials of Armscor at the Testing Range to visit the area, contrary to the procedure which was previously agreed upon. The matter was referred to the then Deputy Minister of Defence, who ruled that the Chairman of the Committee should liaise with the Cape Provincial Administration, as the latter, in terms of the Hey Committee’s report, is the responsible institution with regard to all environment matters in the area in question.
- (b)
- (i) During 1985 and 1986. It is likely that there were other requests but no record thereof is available.
- (ii) The enquiries received on a direct basis were replied to as far as possible.
In addition, the Chairman of the Overberg Committee of the Council for the Environment, was repeatedly referred to the Cape Provincial Administration, as the Committee, in terms of the founding agreements thereof, was supposed to work in the closest collaboration with the above-mentioned Administration and was to direct all queries to the latter.
In addition Dr Hey, which up to the time of its disbanding by the Minister of Environment Affairs and of Water Affairs in October 1987, was a member of the Overberg Committee of the Council for the Environment, as well as the Chairman of the Overberg Review Committee, on which members of the Cape Provincial Administration, the SA Defence Force and Armscor, serve. The Council for the Environment’s Overberg Committee could consequently also have used this link to obtain information.
- (a)
- (2) No, except to confirm that a group which included the Deputy Minister of Defence, Dr Hey, media representatives and other interested persons, were invited to the area in September 1987. They then expressed their unqualified satisfaction with what had been achieved with regard to environmental conservation, in the area, to date. The co-operation between the representatives of the Cape Provincial Administration, the SA Defence Force and Armscor is very congenial and sound and I am satisfied that at all times there is the endeavour to comply with the letter and spirit of the Hey Committee’s report.
asked the Minister of Home Affairs:
- (1) Whether his Department is liaising with the Department of Constitutional Development and Planning in order to ensure that applications for identity documents for persons applying for social pensions are processed speedily; if not, why not; if so, (a) what liaison has been established and (b) what has been the result of this liaison;

The handling of social pensions for Blacks was transferred to the Provincial Administrations on 1 November 1986 and the Department of Home Affairs is temporarily acting as agent for the Administrations.
When a person applies for a social pension, an application form is completed in which the applicant must furnish full information with regard to his personal particulars and financial circumstances. Depending on the type of pension which is applied for, supporting proof is required, such as proof of age in the case of an old age pension, and a medical disability certificate in the case of a disability grant.
It is, however, emphasised that the possession of an identity document is not a prerequisite to qualify for a social pension. In this regard the Department of Constitutional Development and Planning issued a circular on 27 April 1987 with the concurrence of amongst others, the Department of Home Affairs, in which inter alia the following guidelines were laid down:
2.1 A practical solution in the handling of such applications is to accept both applications and to refer the application for a social pension or grant to the relevant Provincial Administration and the application for a new identity document to the Department of Home Affairs. New identity numbers are reflected on the pension records according to program.”
In order to ensure that pensions are paid to the rightful persons, the beneficiaries must identify themselves at the paying centres. Such identification can be effected by the submission of reference books, the new identity document, if a pensioner is in possession of such a document, a temporary identification certificate or by means of any of the other methods as prescribed in section 14 of the Identification Act, 1986 (Act 72 of 1986).
In recent newspaper reports the impression is created that the finalising of applications for social pensions is delayed due to the alleged protracted time taken to issue identity documents. This is not correct.
Liaison between the Department of Constitutional Development and Planning and the Department of Home Affairs with regard to applications for identity documents of persons applying for social pensions did take place from time to time when necessary. The liaison also covered a wider field, such as the frequency of pension payments, methods of payment and procedures with regard to the speedy issue of identity documents where necessary.

- (1) Whether former employees of the now defunct Western Cape Development Board who are temporarily employed by the Cape Provincial Administration and are in the service of the so-called Cape Town Town Committee have been enabled to obtain job transfers from the Cape Provincial Administration to the Cape Town Town Committee; if so, as from what date; if not, why not;

Mr Speaker, arising out of the reply of the hon the Minister, I should like to know whether the continued existence of these provincially controlled pre-primary schools was at all threatened by the legislation that is implicitly referred to in this question?
Mr Speaker, the reply to that is categorically “no”, and the reason for my being able to say this is that it is very clear that a large number of the petitions that were drawn up stemmed from a leak—if I can call it that—in that a draft Bill came into the possession of persons who should not at that initial stage have had access to it. People were then advised to submit petitions in this connection. I want to point out that the first petition we received was dated 25 February. On or before 15 February we had already corrected the error of the omission from the draft Bill through the normal channels. Thus it is very clear, Mr Speaker, that this was a case of small political party gain. [Interjections.]
Mr Speaker, arising out of the hon the Minister’s reply, would he be able to tell us whether the value of the subsidies granted up to now will remain the same in terms of this new Bill?
Mr Speaker, that is a supplementary question that has no bearing on the question that is on the Question Paper. The hon member is very welcome to have that question put on the Question Paper.
Mr Speaker, further arising out of the hon the Minister’s reply, can he indicate to us whether, with regard to the original draft of the Bill that he has mentioned, any representations were received from any organisation up to 15 February for the inclusion of provincially controlled pre-primary schools in such legislation?
Mr Speaker, it is very clear that that hon member was aware of what was contained in the draft Bill. For the information of the hon member I can tell him, however, that this whole matter in relation to the draft Bill was discussed at length with all organizations that are affected by it, such as the Committee of Heads of Education, the FC, the representatives of the parents and the provincial education councils. If there were any further inquiries in this connection, I do not know anything about them.
Mr Speaker, further arising out of the hon the Minister’s reply, the question that I asked was whether any of those organizations had made representations for the inclusion of provincially controlled pre-primary schools in the legislation.
Mr Speaker, it is very clear— for the hon member’s information—that we indicated that that particular clause had been omitted from the draft Bill accidentally, and that it had already been noticed in the normal course of revision of the draft Bill, before 15 February, and that it was put right through the normal channels.

A rough estimate done by the staff of the Legal Aid Board indicates that the Board may receive accounts for about R14,7 million in respect of live cases (some of them up to thirteen years old) probably over the next thirteen years. This is a contingent liability which becomes claimable in the future as and when these cases reach finality. Should these cases therefore not reach finality the contingent liability will be reduced accordingly.
- (b) On 31 January 1988 the Board had R4 685 410 at its disposal. This includes the balance of funds appropriated, interest received and legal costs recovered. The administration costs of the Board amount to approximately 14% of its annual budget. The remainder is available for legal aid to needy persons. The Board therefore has sufficient funds to fulfil its financial obligations for the current financial year.
The Board’s financial obligations in respect of live cases referred to in (a), must not be assessed in direct relation to its cash funds referred to in (b), since the cash funds only have to cover the Board’s cash flow until 31 March 1988. The Board is funded annually in such a way as to be able to fulfil its accumulated financial obligations in a specific year. This is apparent from the budget of R12 million which has been appropriated to the Board for the following financial year, in contrast with the budget of R9 million for the current financial year.
I may add that due to the nature of the Legal Aid Board’s acitivities it occurs that cases, especially civil cases, are only disposed of years after legal representatives are instructed and that legal costs become payable only then. It is also not possible to predict in which financial year a case will be disposed of and the legal costs become payable. It is therefore difficult to budget accurately. The effect of the suspension of services and the restriction of legal costs is likewise unpredictable. However in the past, whenever an unforseen and uncontrollable shortfall loomed in a particular financial year, the Government has always been able to make arrangements for additional funds.
asked the Minister of Economic Affairs and Technology:
Whether he will furnish information on the action taken by Eskom in respect of local authorities failing to pay in time for bulk electricity supplied to them; if not, why not; if so, what (a) action is taken and (b) period of grace is allowed in such cases?

With reference to the increase of R80 960 million in respect of pre-primary, primary and secondary education and teacher training in the additional appropriation for the 1987-88 financial year, (a)(i) what was the original requirement of each provincial education department, expressed in rand, and (ii) what percentage of that requirement was not allocated in the (aa) main and (bb) additional appropriation, in each case, (b)(i) what essential equipment could not be purchased, in the case of each of these education departments, as a result of a shortage of funds and (ii) in which cases was the purchase of such equipment postponed for each of these education departments and (c) what important educational services were (i) curtailed and (ii) postponed in the case of each education department?
Funds are generated in accordance with a formula and allocated to the provincial education departments by the Minister in consultation with the CHE. A single amount that ideally accounts for all the needs of a provincial education department is out of the question,
- (a) (i) and (ii)(aa) and (bb) fall away;
- (b) (i) and (ii) schools of the provincial education departments have delayed the purchasing of equipment such as laboratory apparatus, text books as well as consumable stock without adversely affecting the quality of education;
- (c) (i) and (ii) in Natal certain renovation and maintenance services for schools and colleges were postponed, in the Cape certain in-service training for teachers and the maintenance of certain facilities at schools were postponed, and in the Transvaal expansion at extra-curricular centres for music, ballet, art and drama was not undertaken. In the OFS no rationalization of this nature was undertaken.

Repatriations in terms of the Blacks (Urban Areas) Consolidation Act, 1945 (Act 25 of 1945), which was repealed with effect from 1 July 1986 and removals from the Republic in terms of the Aliens Act, 1937 (Act 1 of 1937) and the Admission of Persons to the Republic Regulation Act, 1972 (Act 59 of 1972), prior to 1 July 1986, were the responsibility of the former Department of Co-operation and Development and the Department of Constitutional Development and Planning. Whether, with reference to his reply to Question No 3 on 8 June 1987, the planning in respect of day clinics or community health centres at (a) Chatsworth, (b) Phoenix, (c) Isipingo, (d) Pinetown, (e) Lower Tugela and (f) Ladysmith has been completed; if not, (i) why not and (ii) when is it anticipated that the planning will be completed; if so, when is it anticipated that they will be opened in each case?

A suitable site has been found in Chatsworth and attempts are still being made to identify sites at Pinetown, Lower Tugela and Ladysmith.

A Minister may, in terms of the Guidelines for Ministers issued by the State President’s Office, at his own discretion, have a number of Christmas cards printed and posted at State expense. Equivalent Eid and Diwali cards are also printed and posted. Requisitions for the cards and envelopes are placed with the Government Printer and accounts are settled by the Administration upon certification as correct. No record is kept of the number of cards used or to whom they were sent. Surplus requirements are retained for use at the following feast-day. All payments are subject to auditing by the Auditor-General and, if usage appears excessive or irregular, it can safely be assumed that queries will be raised which, if inadequately answered, will find their way to the Select Committee on Public Accounts. I am, therefore, not prepared to disclose details of the nature sought.

- (3) whether postage stamps were used to send out these cards; if not, (a)(i) how and (ii) at whose expense were they sent and (b) what was the total amount involved; if so, what are the relevant particulars?
