ADJOURNMENT OF HOUSE *The MINISTER OF TRANSPORT:

Mr. Speaker, as is customary, I want to convey, on behalf of the House, our gratitude and appreciation to you and the other presiding officers for the way in which they have acted during the session. We also want to thank the Secretaries at the Table, and express our appreciation for their assistance and helpfulness.

I am told that Mr. F. J. Retief, the Serjeant-at-Arms, will be retiring on pension from the service of the House of Assembly on 1st October. Mr. Retief was born on 13th April, 1913. His educational qualifications are the Senior Certificate, which he obtained at the Jan van Riebeeck High School, and a B.Com. degree, which he obtained at the University of Cape Town. He joined the Public Service in 1936 and remained in the Service until 1942. He has been in the service of Parliament since 1942, first as a translator and subsequently as a clerical assistant. As from 1950 he occupied the post of Deputy Serjeant-at-Arms and was promoted to Serjeant-at-Arms in 1956. In other words, he has occupied the post of Serjeant-at-Arms for a period of 17 years. After we became a Republic the Afrikaans term “Ampswag” was coined for “Serjeant-at-Arms”, and Mr. Retief was therefore the first person to hold this post with the designation “Ampswag”. Besides his being Serjeant-at-Arms, he also served as Accountant of the House of Assembly from 1956 to 1967. His total Parliamentary service is therefore 31 years. As far as the Parliamentary Association is concerned, Mr. Retief was also entrusted with the administrative work involved in this Association and also assisted in the arrangements for journeys abroad undertaken by delegates. In regard to the Parliamentary club, Fernwood, he was also entrusted, with the administrative work of the club and was responsible for the arrangement of sport meetings, particularly tournaments played by the Parliamentary golf team, which has already given him tangible evidence of their appreciation. Mr. Retief is a pleasant and friendly person with an engaging personality. He has always been helpful. He acquitted himself of his task well and it is a pity that he has to retire early as a result of poor health. We wish him everything of the best and trust that he will recover completely and be spared for many years to come.

Before I move the adjournment of the House … is there anything the hon. the Leader of the Opposition would perhaps like to say?

Mr. Speaker, I was wondering whether I was going to have to object to the adjournment, which I feel would have been a very popular move. May I, Sir, on behalf of this side of the House say that we associate ourselves with the thanks from the Leader of the House to you and the officials of Parliament for the manner in which you have acquitted yourselves of your duties during this session. You, Mr. Speaker, have been an example to us not only in the House in regard to loyalty to duty, but also in the wider sphere outside, where you have set an example to us in the magnificent gift which you have made to the State for the benefit of those who are suffering from drug addiction.

It is sad to take leave of an official who has been in office as long as our Serjeant-at-Arms, Mr. Retief, has been. He knows members of Parliament not only in their work, but also in what I might describe as the other side of life as well. As the Accountant for Parliament, he knows about the finances of members; because of his work at Fernwood he knows about the sporting proclivities of members. And because of his duties in this Chamber, he knows about the misdemeanours of members. There must be many distinguished people who at your behest he has escorted from this House and from the precincts of Parliament. That he has done with discretion, discernment and with distinction. Some of the old “lags” who have been escorted out in their time by more than one Serjeant-at-Arms tell me that he makes the best job of it. In wishing him good luck in retirement, I am sure there will be many moments when he will think of that quiet, determined walk which he has had with certain distinguished members of this House. We trust that he will enjoy his retirement and that his memories of his association with Parliament will be as happy as our memories are of him.

Mr. Speaker, may I associate myself with the sentiments which have been expressed about yourself and the officials of this House. I know I have tried your patience very sorely at times.

I am not talking to the hon. members. [Interjections.] I thank you for the patience which you have shown and the protection which you have given me.

I should also like to associate myself with the words which have been said about Mr. Retief, who has been extremely helpful to me over all these years. I am glad to say that I have only once been at the receiving end of the point of his sword. I wish him well in his retirement.

*Mr. SPEAKER:

May I too be permitted to express a few words of appreciation for the work done by Mr. Retief. He is a courteous, dedicated, friendly official.

†By nature he is a gentleman. We are sorry that the time has arrived to say goodbye to an officer of his calibre. We have become accustomed to his manner and it has always been a pleasure for us to be associated with him.

*We wish him everything of the best— a long and blessed life. He has always been a pillar of strength to us here, and we are sorry that he has to go.

I also want to thank the House for the friendly words expressed here in regard to the work which had to be done by my colleagues, by myself and also by the officials. I want to express my appreciation for the help and friendliness I have always had from all of them. Our staff, too, deserve our thanks and appreciation. They sometimes work under difficult circumstances and great pressure, but they are always at hand. They always do the work we want them to do. To all of them we, extend our sincere thanks. I also extend my thanks to all hon. members.

Mr. Speaker, before moving the adjournment of the House, I want to announce that a proclamation will be issued to the effect that Parliament will meet again on 1st February, 1974. I move—
