asked the Minister of Coloured Affairs:

(a) On how many occasions since its inception, (b) in connection with what matters and (c) with what result in each case, has the Executive of the Coloured Persons Representative Council made representations to him.

The MINISTER OF COLOURED AFFAIRS:

Since its constitution on the 20th November, 1969, the Executive of the Coloured Persons Representative Council has approached me with representations on 28 occasions.

These representations were all related to its delegated powers in terms of section 17 (6) (c) of Act 49 of 1964 as well as to general matters affecting the Coloured population, in respect of which the Executive is empowered in terms of section 20 (1) (b) read with section 17 (6) (a) of the aforementioned Act to make recommendations of its own accord.

The Executive Committee is responsible to the Coloured Persons Representative Council and it appears to me desirable and reasonable that the Council should be the first to learn of these representations by the Executive and the outcome thereof, and to discuss them.

If the hon. member desires information on specific subjects she is welcome to put further questions.

(a) On what date was Mr. Athol Fugard’s passport withdrawn, (b) on how many occasions since that date has he applied for the restoration of his passport and (c) with what result in each case.

Youth preparedness programme *3. Mrs. C. D. TAYLOR

asked the Minister of National Education:

  1. (1) Whether consideration has been given to a special school programme dealing with youth preparedness as a compulsory school subject; if so, (a) on what basis is such a course to be established, (b) what are the objects of the course and (c) what is the nature of the contents of the course;
  2. (2) whether these proposals have been discussed with any body of teachers’ associations; if so, with which body; if not, why not;
  3. (3) whether any decision has been taken in the matter; if so, by whom;
  4. (4) whether he will make a statement in regard to the matter.
The MINISTER OF NATIONAL EDUCATION:

  2. (2) and (3) fall away.
  3. (4) The youth preparedness programme is not a school subject. The components of the programme are integrated in the ordinary school programme with a view to preparing school-children for life’s demands. The programme includes: physical defensibility, first aid and home nursing, emergency planning, fire fighting, marching exercises, and guards of honour, which will be regarded as prestige units of their schools. The Committee of Heads of Education considered the matter and teachers served in a subcommittee thereof.
Pelagic fish catches of S.A. and S.W.A. coast *4. Mr. J. W. E. WILEY

  1. (1) What are the respective pelagic fish catches to date off (a) the West Coast and (b) the South-West African coast;

(2) (a) and (b) Arising from the findings of phase I of the intensive research programme along the South-West African coast, consideration is being given to closing the area between Palgrave Point and the mouth of the Kunene River for pelagic fishing. The position of the pelagic fisheries along the west coast of the Republic and South-West Africa will be reviewed later in the light of the catches made during the present season and the recommendations received from the Advisory Councils of the Republic and South-West Africa in course of time.
  2. (3) No, not at this stage, except to say that phase II of the intensive research programme along the coast of South-West Africa already commenced by the middle of April.

P. K. le Roux Dam *6. Mr. G. D. G. OLIVER

asked the Minister of Water Affairs:

  1. (1) Whether the review of the design of the P. K. le Roux Dam has been completed; if not, when is it expected to be completed;
  2. (2) what has been the cost to date of the review;
  3. (3) whether construction of the dam has been postponed; if so, for what reason;
  4. (4) whether any estimate has been made of the total cost of the dam; if so, what is the estimated cost; if not, when is it expected that an estimate will be made;
  5. (5) whether any fruitless expenditure has been incurred in relation to (a) the review of the design of the dam and (b) any other aspect of the project; if so, what was (i) the amount and (ii) the nature of such expenditure.
The MINISTER OF WATER AFFAIRS:
  1. (1) The review of the design of the P. K. le Roux Dam has been completed.
  2. (2) R70 000-00 for the actual review. Additional engineering fees will have to be paid for implementation of the decisions reached as a result of the review.
  3. (3) Construction was postponed in 1967 as a result of a Cabinet decision in order to reduce the rate of capital expenditure by the State.
  4. (4) R70 million overall including all ancillary works;
  5. (5)
    1. (a) No fruitless expenditure has been incurred in relation to the review of the design.
    2. (b) As a result of the design review it was decided to amend the dam design in the light of experience at the Hendrik Verwoerd Dam and additional information which had become available as the result of investigations and design work which had been carried out in connection with the original proposal between 1963 and 1968. This resulted in portion of the engineering fees of R1 009 289-00 paid for the original design and contract documents not being directly applicable to the new design and Treasury approval to debit fruitless expenditure estimated to amount to R784 228-58 against loan vote funds was applied for. This matter is being considered by the Select Committee on Public Accounts at present. The adoption of the new design made possible by and resulting from the design review has led to an estimated saving in the completion cost of the dam equal to about twenty times the estimated fruitless expenditure. The explanation given fully covers (i) and (ii) in the question.

In addition to the above, an amount of (i) R80-40 (ii) in respect of the installation of laboratory equipment.

Orange River Scheme *7. Mr. G. D. G. OLIVER

  1. (1) (a) What portions of the Orange River Scheme have been completed and (b) when was each of them completed;
  2. (2) (a) what portions of the scheme are in the course of construction and (b) when is it expected that each of these portions will be completed;
  3. (3) (a) what portions of the scheme are still at the planning stage and (b) when is it anticipated that construction will begin in each case;
  4. (4) (a) what portions of the scheme have not yet reached the planning stage and (b) when is it anticipated that (i) planning and (ii) construction will begin in each case.

No dates for start of construction have been assigned to most items in Phases 2 to 6 as the Government has not approved of any of the other phases with the exception of the following:
      Item (i) of Phase 2 and item (i) of Phase 4 are under construction as per White Paper WPAA—’64. Portions of items (ii) and (iv) of Phase 2 have been included under items (iii) and (ix) of Phase 1, respectively, as they form essential portions of the construction of the former.

  1. (1) What is the latest estimate of the total cost of (i) the Orange-Fish tunnel, (ii) the Hendrik Verwoerd Dam and (iii) all stages of the Orange River Scheme and (b) when was each of these estimates made;
  2. (2) whether any of these estimates represents an increase over the previous estimate; if so, what is (a) the increase and (b) the reason for it in each case.

    1. (a) Increase for Phase 1 of Orange River Project is R145 million over the estimate of R240 million published in 1968 in White Paper WPLL—’68. No official estimates for individual items were published previously,

(b) In the light of tenders already received for the construction of the Hendrik Verwoerd Dam and for the first section of the Orange-Fish Tunnel, it has become clear that the cost involved in the completion of Phase 1 of the project will be considerably higher than was originally expected, and it was necessary to revise the estimate cost of Phase 1.

  1. (1) The Cato Manor area will be released for development as soon as services have been effected. The area cannot be developed sooner as it must coincide with the completion of the main sewerage by the City Council of Durban. The expected dates of completion of services are as follows:
    • Peripheral Area: April, 1972.
    • Brickfield Hoosen: December, 1971.
    • Wiggens: 2 to 3 years.
    • Portion Bonella: 4 years.
    • Umkumbaan: During 1973.
    • Portion Bellair: 3 to 4 years.

A request for the interpretation of clause 21 (1) of the Bill was received from the Organizing Secretary of that Association on the 12th May, 1971.

Cape Flats: Proclamation of new Coloured group area

The MINISTER OF PLANNING replied to Question *8, by Mrs. H. Suzman.

Question:

Whether any objections have been lodged against the proposed proclamation of a new Coloured group area on the Cape Flats; if so, (a) by whom and (b) what were the grounds of objection in each case.

Reply:

The inquiry into the proclamation of a new Coloured group area on the Cape Flats, which was held on 18th November, 1970, was open to the public and the Press.

Forty-six objections of different nature were raised by various individuals and groups based chiefly on considerations of nature conservation, agriculture, industrial development and established rights to certain sea areas.

Film subsidies 626. Mr. E. G. MALAN

asked the Minister of Economic Affairs:

  1. (1) What is the existing formula on which the amounts claimed as film subsidies are based;
  2. (2) whether the formula differs according to the language in which the film is made; if so, what is (a) the difference and (b) the reason for the difference.
The MINISTER OF ECONOMIC AFFAIRS:
  1. (1) Locally produced feature films of at least 16 mm. width qualify for assistance under the Government subsidy scheme, on the following conditions:
    Only South African films are eligible for assistance and for this purpose a film is considered to be of South African origin if it complies with the following requirements—
    the manufacturer or manufacturing company should for income tax purposes be regarded as resident in South Africa; and
    at least 75% of the salary and wage expenditure incurred in producing the film should have been paid to South African subjects provided that, in the case of leading foreign personalities employed (whether actors, directors or producers), the cost incurred in employing one such person may be deducted from the total salary and wage costs before calculation of the 75% mentioned above and provided further that the cost incurred in employing two such foreign personalities may be deducted from the total salary and wage costs, in which case 80% of the remaining salary and wage costs should have been paid to South African subjects.
    Payment of subsidy is made on the following basis:
    Subsidy is payable on gross boxoffice income earned in the Republic and South-West Africa.
    Subsidy is payable only in respect of commercial shows, i.e. shows in theatres, drive-ins and halls such as town halls, school halls and recreation club halls, and where the general public is admitted on payment of entrance fees.
    No subsidy is paid in respect of the first R50 000 gross income earned on any film.
    The subsidy amounts to 44% of the total gross box-office income received in South-West Africa and the provinces except the Cape Province and 56% in the Cape Province in respect of English-medium/bilingual/Bantu - medium films and 55% in South-West Africa and the provinces except the Cape Province, and 70% in the Cape Province in respect of films of which the language usage is at least 95% Afrikaans.
    Subsidy is also payable in respect of proceeds from previews in aid of cultural, charitable, educational, philanthropic or religious bodies, i.e. proceeds in respect of which exemption from tax has been granted. The amount of gross income for this purpose, however, is calculated on a basis as if normal entrance fees had been paid. Revenue earned from shows taking place more than four years after the date of release of a film is not taken into consideration for subsidy purposes.
  2. (2) Yes, as indicated in (1) above. The reason for the difference is that the potential market for Afrikaans-medium films is considerably smaller than for bilingual and English-medium films.
