asked the Minister of Bantu Administration and Development:
- (1) How many employers in each province were registered in terms of the Bantu Taxation Act as at 31st March, 1971,
- (2) what amount of tax was paid in each province in each month since 1st July, 1970;
- (3) what was the total number of employees in each province in respect of whom PAYE tax deductions were paid during March, 1971?
- (1) and (3) The records in this connection are kept in the district offices. In the early stages of the new tax system, those offices were required to submit returns, and the information was correlated, and particulars could, therefore, be furnished in the past to the hon. member in reply to questions. The system of returns has, however, now been discontinued in view of the amount of work involved, and the required particulars are, therefore, not available.

asked the Minister of Transport:
- (1) Whether a request for co-operation in the making of a film which involved Railway property was received by the South African Railways Administration; if so, (a) (i) when and (ii) by whom was the request made, (b) what was the subject of the film and (c) what was requested;
- (2) whether any offer was made to pay for the use of the property and any damage that may result; if so, what offer;
- (3) whether the request was granted; if not, (a) why not and (b) when was the applicant informed;
- (4) whether he is prepared to permit the use of Railway property for films on certain conditions; if so, on what general conditions.
- (1)
- (a) and (b) Presumably the hon. member alludes to a request addressed to the Department by Esdon Frost Films (Pty.) Ltd., Cape Town, on 2nd December, 1970, concerning the making of a film on the capture and escape of Winston Churchill during the Anglo-Boer War.
- (c) The running of three trains consisting of locomotives and rolling-stock of a period not later than 1899 on the Cape Town-Malmesbury section, to depict an armoured train consisting of a locomotive, tender and six trucks and the overturning of two of these trucks during a skirmish, a goods train on which Winston Churchill escaped from Pretoria, and a truck, loaded with bales of wool, on a goods train, in which Winston Churchill was hidden between Witbank and Komatipoort.
- (2) Yes, but no specific amount was mentioned.
- (3) No.
- (a) The Railways are not in a position to assist, as no trucks or locomotives of the period in question are still in service.
- (b) 5th April, 1971. It was, unfortunately, not possible to reach finality in the matter earlier as all possible avenues of providing suitable rolling-stock had to be explored.
- (4) Yes, if at all possible, subject to the following conditions:
The company must undertake to reimburse the Administration for all costs applicable to the running of special trains and hiring of rollingstock, as well as for damage caused by movement of its equipment or in the course of its operations. In addition, a deposit to cover the estimated costs or a bank guarantee to the effect that the company will be in a position to meet all its financial obligations, is required.
Arising out of the reply of the hon. the Deputy Minister, can he tell us why the applicants were not informed of the reasons for the refusal in the letter of refusal?

asked the Minister of Bantu Administration and Development:
- (1) (a) When did the construction of houses in the Gamelake Bantu Township near Margate commence, (b) how many houses (i) have been completed, (ii) are under construction and (iii) have been allotted, (c) what is the extent of the area of the township and (d) how many dwellings is it planned to erect there;
- (2) whether there has been any holdup or delay in the construction of dwellings or the provision of services to the township.

- (a) Erection of prefabricated huts commenced March, 1968, and the erection of houses commenced November, 1969.
- (b)
- (i) 368 huts and 50 houses.
- (ii) None at present.

- (2) Yes, the project is being held up due to the rocky nature of the ground making the provision of services, such as water and sanitation, very difficult.
asked the Minister of National Education:
Whether it is intended to provide an identical television programme for the Natal South Coast and for Durban and Pietermaritzburg; if not, (a) why not and (b) what will the difference be in the respective programmes.
It is intended that it shall be a single country-wide service in the two official languages, at first directed at the 18 metropolitan territories, as recommended in the Report of the Television Commission.
asked the Minister of Bantu Administration and Development:
Whether the pensions of any old-age pensioners in the Majeng Bantu Reserve have been withdrawn; if so, (a) how many pensioners have been affected and (b) (i) from what date and (ii) for what reason have the pensions been withdrawn.
The Tswana Government controls pension matters in the area concerned and, according to information received from that Government, the reply to the question is as follows:

asked the Minister of Economic Affairs:
When is it intended to introduce the legislation on oil pollution referred to by him on 30th April, 1971.
The proposed legislation would have been introduced last week, had it not been for an unavoidable delay in receiving further information which my Department wished to study before the final drafting of the Bill in question. This has now been done, and the Bill should be ready for introduction during the course of the next few days.
asked the Minister of National Education:
- (1) Whether he has obtained any information from the South African Broadcasting Corporation in connection with the closing down of the A.M. transmitter at Silverton; if so, what are the reasons for closing down the transmitter;
- (2) whether licence-holders in the reception area served by the transmitter were given notice that the transmitter would close down; if so, (a) what notice was given and (b) what did the notice comprise;
- (3) whether the transmitter has been or is to be sold or donated as a whole or in part; if so, (a) to whom, (b) what is the reason for the sale or donation and (c) what is proposed to be done with the land at Silverton.
- (1) Yes, although it is a domestic matter: the mast became unsafe.
- (2) Yes; (a) and (b) but I have not at my disposal the exact text of the announcements broadcast for a month.

- (1) Whether he has accepted the recommendation of the Commission of Inquiry into matters relating to Television in paragraphs 188 to 190 that the PAL system should be used in preference to other systems; if so, what steps has he taken in this regard; if not, why not;
- (2) whether he has taken steps to recommend an alternative system; if so, what steps.

Yes. The number is, however, not readily available as the universities do not keep a separate record of bursaries to which such conditions are attached.
My Department of Bantu Education does not grant such bursaries.

asked the Minister of Economic Affairs:
- (1) What are the rock lobster catches to date on (a) the West Coast and (b) the South-West African Coast;
- (2) whether any further restrictive measures are envisaged; if so, (a) what measures and (b) when will they be put into operation.

- (a) The present quota of 3 500 000 lb. tails has already been filled, but for a few thousand pounds.
- (b) Up to the end of April 1 259 170 lb. tails have been packed.
- (2) (a) and (b) No further restrictive measures are being contemplated for the present season, but the position for the next season will be reviewed in the light of the recommendations of the advisory councils of the Republic and South-West Africa, which are expected to be available in June.
asked the Minister of Economic Affairs:
Whether any subsidies have been paid by his Department, the Fisheries Development Corporation or any other Government agency to any branch of the fishing industry off the West Coast or the South-West African Coast during the past three years; if so, (a) what subsidies, (b) (i) by whom, (ii) to which branch of the industry and (iii) for what reason were such payments made and (c) what were the amounts of the subsidies.
Yes.
- (a) Early in March, 1970, the two leading rock lobster catching and packing companies at Port Nolloth informed the Department of Industries that, since their catches were extremely poor, they had decided to abandon their activities at the end of March, 1970. For the reason that the income of the community at Port Nolloth was predominantly dependent on the activities of the two companies concerned at that stage and, moreover, as one of the companies was supplying electric power to the town, arrangements were made with the two companies to carry on with their activities on a limited scale to the end of 1970, thus creating a transitional phase wherein the necessary adjustments could take place. The companies agreed with these arrangements on the condition that their direct losses in the period of continuation were to be made good to them.
- (b)
- (i) The Fisheries Development Corporation.
- (ii) The rock lobster branch.
- (iii) For the reasons mentioned.
- (c) The amount has not been fixed finally, but it will not exceed R10 000.
