Rock lobster sanctuaries 596. Mr. L. E. D. WINCHESTER

asked the Minister of Economic Affairs:

  1. (1) What areas of the coast of South Africa and South-West Africa are defined as rock lobster sanctuaries in which the taking of rock lobster is prohibited;
  2. (2) whether any companies have been authorized to take rock lobster in these areas during the past ten years; if so, (a) what companies and (b) for what purposes.
The MINISTER OF ECONOMIC AFFAIRS:
  1. (1) South Africa: An area within six nautical miles seawards from the low-water mark on the coast between the Second Salt River (Milnerton) and “Die Josie” at the southern extremity of Hout Bay.
    The area within one nautical mile seawards from the low-water mark around Robben Island; the area within the whole of Saldanha Bay; and an area within six nautical miles seawards from the low-water mark on the coast between Stompneus Point and “Doctor’s Reef”.
    South-West Africa: The area bounded to the north by a line running due west from Danger Point and bounded to the south by a line running due west from Douglas Point (both places are situated within the magisterial district of Luderitz).
    The area bounded by an imaginary straight line drawn from Diaz Point through the northern extremity of Penguin Island and from there to the coast-line, in the magisterial district of Luderitz;
  2. (2) No. (In 1964 a concession was granted to a South African company, Wes-Bank Visserye (Edms.) Bpk., by the Minister of Economic Affairs in respect of the territorial waters of certain South African islands in the vicinity of Luderitz of which four islands are situated within the South-West African rock lobster sanctuaries although they do not form part thereof. The concession was shortly thereafter replaced by a quota to Angra Pequena Viskorporasie Beperk at Luderitz).

Building contracts awarded at Newcastle, Natal 600. Mr. L. E. D. WINCHESTER

asked the Minister of Community Development:

  1. (1) (a) Which building construction companies have been awarded contracts by his Department in Newcastle, Natal, and (b) what is (i) the value and (ii) the nature of each contract;
  2. (2) whether the contracts were awarded after tenders had been called for; if not, why not; if so,
  3. (3) whether the successful contractors were the lowest tenderers; if not, why not;
  4. (4) whether these construction companies have been awarded contracts in any other areas; if so, what is the value of such contracts.

asked the Minister of Labour:

  1. (1) How many White, Coloured and Asiatic persons respectively were unemployed in each inspectorate area at the end of December, 1970;
  2. (2) how many of the total number of unemployed in each race group were registered in the occupational categories (a) administrative and clerical, (b) commercial, (c) skilled trades, (d) services, (e) transport, (f) operatives and semi-skilled work and (g) unskilled work.
