(1) (a) What directions have been issued to the Department of Industries in connection with the promotion of the establishment of a local industry for the manufacture of television receiving sets and the development of an electronic industry, as mentioned in his statement of 27th April, 1971, and (b) (i) on what date and (ii) by whom were these directions issued;
  2. (2) whether he has taken any other steps in regard to the matter; if so, what steps; if not, why not.

Instruction issued to Natal cinema owners i.c.w. admission of White and non-White patrons *5. Mr. W. M. SUTTON

asked the Minister of Community Development:

Whether any instruction has been issued to cinema owners in Howick, Estcourt and Ladysmith, Natal, in connection with the admission of White, Indian or Bantu patrons; if so, (a) what instruction and (b) (i) when, (ii) by whom and (iii) in terms of what statutory provision was it issued.

The MINISTER OF COMMUNITY DEVELOPMENT:

No directive to bioscope owners in Howick, Estcourt and Ladysmith, Natal, has been issued in respect of the admission of White and Indian patrons. A permit, dated Sth December, 1968, which may be withdrawn at my discretion, has been issued in terms of the provisions of the Group Areas Act, 1966 (Act No. 36 of 1966) in respect of the Howick Theatre to admit Indian patrons.

Matters relating to Bantu patrons fall under the hon. the Minister of Bantu Administration and Development.

Resettlement of non-White residents in Western Province *6. Mr. H. A. VAN HOOGSTRATEN

asked the Minister of Community Development:

  1. (1) How many non-White persons resident in the Western Province of the Cape does his Department intend to resettle in (a) the Mitchell’s Plain Township during the next 15 years, (b) the Macassar Beach Township during the next 20 years, (c) the Greater Mamre Township and surrounding area during the next 15 years and (d) Ocean View Township in the Noordhoek valley during the next 20 years;
  2. (2) which of the work forces that will be resident in these areas will, it is envisaged, reach their places of occupation by using (a) a road transport service and (b) the South African Railways.
The MINISTER OF COMMUNITY DEVELOPMENT:
  1. (1) As regards Mitchell’s Plain and Mamre, I regret that I cannot reply to the hon. member’s question as those areas have not been proclaimed as group areas for the use of any specific group.
    In respect of Macassar Beach, it is envisaged that all the Coloureds in the Hottentots-Holland basin will be housed there. It is estimated that 250 000 persons will be housed in this township during the next 20 years.
    Ocean View will provide housing for the Coloureds at present residing in Simonstown, Fish Hoek, Kommetjie and vicinity. It is estimated that there is a demand for 19 000 persons.
  2. (2) As industrial development that may take place is difficult to determine, it is not possible, at this stage, to reply in full to the question of the mon. member. The township of Macassar, particularly, will be self-supporting, and industries can, quite possibly, be provided there.

Arising out of the reply of the hon. the Minister, could he furnish us with a more detailed definition of what the Hottentots-Holland basin entails?

*The MINISTER:

That I cannot do. In any case, I would then have to furnish details of streets, and so forth, and the hon. member would not really be interested in that. The Hottentos-Holland basin is simply what they call that part of the world!

Mr. L. G. MURRAY:

Arising, further, from the hon. the Minister’s reply, can he tell us whether there is an industrial area for Macassar apart from the residential area?

The MINISTER:

There is no doubt about it that erven will be set aside for industrial development.

Mr. L. G. MURRAY:

Is it then the intention of the hon. the Minister to vary the approved township scheme for Macassar in view of the fact that the principal township is only for residential purposes and that no provision for industrial development has been made?

The MINISTER:

Well, we will change it if necessary; that is easy.

15-year-old school boy in Police dagga trap *7. Mrs. H. SUZMAN

  1. (1) Whether his attention has been drawn to a report of a recent dagga case in which a police trap stated in evidence that he had gone to the accused’s home to buy dagga, as instructed, and that he was accompanied by a 15-year-old school boy;
  2. (2) whether he will state for what reason the policeman was accompanied by the child.
