Employment of Coloured B.Sc. graduates as chemists 514. Mrs. H. SUZMAN

asked the Minister of Labour:

  1. (1) Whether any food processing company applied to his Department in Cape Town for permission to employ Coloured B.Sc. graduates as chemists in its factory; if so,
  2. (2) whether permission was granted; if not, why not.
The MINISTER OF LABOUR:
  1. (1) Yes.
  2. (2) Permission has not been refused as it is Government policy that employment opportunities must also be created for Coloureds. This policy is carried out in a manner which will not result in a mixing of races at the same work level or a replacement of Whites. During their interview with the Department’s local Divisional Inspector, representatives of the firm concerned could not reply in the affirmative to questions concerning the availability of Whites and they were requested to obtain the desired information. However, they did not approach the Divisional Inspector again.
Enrolment of students at S.A. universities, 1970 516. Mr. P. A. PYPER

asked the Minister of National Education:

(a) How many students enrolled in 1970 for the first time at universities in the Republic for diploma courses in education other than post-graduate education diplomas and (b) how many of them were in possession of (i) the Senior Certificate advance grade (Natal) and A grade (Transvaal), (ii) the Senior Certificate ordinary grade (Natal) and B grade (Transvaal), (iii) the Senior Certificate of the Orange Free State and the Cape Province and (iv) Matriculation exemption.

The MINISTER OF NATIONAL EDUCATION:
  1. (a) The figure is not available, but total entries for the courses referred to, including such students as repeated the first year, amounted to 514.
  2. (b) It is understood from the universities that these figures are not readily available.
Establishment of consumer price group indexes 520. Mr. E. G. MALAN

asked the Minister of Statistics:

  1. (1) Whether sales tax and increases in sales tax on goods and articles which are taken into consideration in establishing consumer price group indexes are included in the indexes; if not, why not; if so,
  2. (2) whether the full amount is included; if not, (a) what proportion is included and (b) for what reasons.
The MINISTER OF STATISTICS:
  1. (1) Yes.
  2. (2) The full amount of the sales tax does not necessarily work down to consumers level in all cases, (a) and (b). Since the sales tax is paid at the factory or on importation cases do occur where the manufacturer or the distribution trade bears part of the sales tax and therefore it is not fully included in the price which the consumer pays. The actual prices paid by the consumer are used for the calculation of the consumer-price-group indexes.

  2. (2) whether it is intended to erect an F.M. tower in this area; if so, when.
The MINISTER OF NATIONAL EDUCATION:
  1. (1) No.
  2. (2) Yes, in September, 1971.

Whether licence fees for an F.M. service have been paid by residents of Postmasburg: if so, (a) what amount has been paid to date and (b) since when has the service been provided.

The MINISTER OF NATIONAL EDUCATION:
