Commission of Inquiry into Fishing Industry: Report by Dr. Lochner 490. Mr. J. W. E. WILEY

asked the Minister of Economic Affairs:

When was the report by Dr. Lochner first made available to (a) the Commission of Inquiry into the Fishing Industry, (b) the Minister and (c) the Secretary for Industries.

The MINISTER OF ECONOMIC AFFAIRS:
  1. (a) In January, 1969.
  2. (b) In December, 1969.
  3. (c) In November, 1969.

asked the Minister of Economic Affairs:

(a) What are the present quotas for pilchards off the coast of South-West Africa for (i) the land based factories and (ii) the factory ships, (b) on (i) what figures and (ii) whose calculations are these quotas based and (c) on what figures were recent cuts in the quotas based.

The MINISTER OF ECONOMIC AFFAIRS:
  1. (a)
    1. (i) 30 000 tons each.
    2. (ii) The quotas of the factory ships still form the subject of deliberation.
  2. (b) (i) and (ii) The quotas are based on the findings of a provisional research programme.
  3. (c) The reply is the same as for (b).

asked the Minister of Economic Affairs:

What further steps (a) have been taken and (b) are contemplated, subsequent to the recent crash research programme off the South-West African Coast, to ascertain the presence of pilchards and other pelagic fish off South-West Africa.

The MINISTER OF ECONOMIC AFFAIRS:

(a) and (b) Approval has been obtained for the expenditure involved in a followup research programme and this programme will commence during the second half of April.
