asked the Minister of Coloured Affairs:

(a) How many (i) State and (ii) State-aided old-age homes exist for Coloured people, (b) where is each situated and (c) how many Coloured persons does each accommodate.

Welfare for Coloured persons in the Republic is a matter falling under the control of the Coloured Persons Representative Council and administered country-wide by its Executive. I have, however, ascertained that the following particulars can be furnished:

Publications Control Board: Committee to view films 417. Mrs. H. SUZMAN

asked the Minister of the Interior:

  1. (1) Which member of the Publications Control Board is at present Chairman of the committee appointed to view films;
  2. (2) (a) what are the (i) names and (ii) qualifications of the other members of the committee and (b) on what date was each of them first appointed to the Board of Censors.
The MINISTER OF THE INTERIOR:
  1. (1) No standing committee is appointed to view films. Members of the Board act as chairman of ad hoc committees appointed as and when required.
  2. (2) All the board members and persons whose names appear on the panel designated by the Minister serve from time to time as members of committees. The qualifications of the board members and of the persons whose names appear on the panel, were given in my written reply to question No. 58 asked by the hon. member. No member of the Publications Control Board was a member of the Board of Censors but two of the persons whose names appear on the panel were appointed to the Board of Censors on 1st July, 1951 and a third on the 1st September, 1956.
Coloured Cadets 419. Mrs. H. SUZMAN

asked the Minister of Coloured Affairs:

  1. (1) (a) How many persons in each province applied for registration in terms of the Training Centres for Coloured Cadets Act during the month of February, 1970 and 1971, respectively, and (b) what is the estimated number who qualified for registration in each of these months;
  2. (2) (a) how many cadets underwent training at the Faure centre during 1969 and 1970 respectively and (b) for what occupations was training given.

  2. (2) whether these figures include visitors who were approved as immigrants after their arrival in South Africa;
  3. (3) how many such visitors were approved as immigrants during the same periods.

Bulletin of Statistics: Withdrawal of migration tables 422. Mr. E. G. MALAN

asked the Minister of Statistics:

  1. (1) (a) Since what date have the migration tables been withdrawn from the Bulletin of Statistics and (b) for what reasons were the tables withdrawn;
  2. (2) whether he has taken steps to ensure that the tables will in future again appear in the Bulletin; if not, why not.

    2. (b) As a result of the high priority which was granted to the early release of the first results of the 1970 population census.

Registered welfare organizations: Exemptions i.r.o. sales tax 426. Mr. G. N. OLDFIELD

asked the Minister of Finance:

Whether registered welfare organizations are granted exemption from sales tax on taxable goods purchased by them; if not, why not; if so, (a) on what basis is exemption granted, (b) how many applications for exemption have been received to date, (c) how many exemptions (i) have been granted, (ii) have been refused and (iii) are still under consideration and (d) what was the total amount of sales tax for which exemptions were granted.

The MINISTER OF FINANCE:

No, but the matter is being considered.

  1. (1) (a) What amount accrued to the Unemployment Insurance Fund during 1970 and (b) what amount was received in respect of (i) contributions from employees and employers respectively, (ii) state contributions and (iii) interest on investments;
  2. (2) what was the average rate of interest received during 1969 and 1970 respectively;
  3. (3) (a) what was the total amount paid from the Fund during 1970 in respect of (i) benefits and (ii) administration costs and (b) what amounts were paid in respect of (i) ordinary benefits, (ii) illness allowances, (iii) maternity benefits and (iv) benefits to dependants of deceased contributors.
