Payment of leave gratuities i.r.o. public servants 300. Mr. L. G. MURRAY

asked the Minister of the Interior:

  1. (1) What payment of leave gratuities is made to public servants in respect of leave accrued but not taken at the time of retirement;
  2. (2) whether the Government has taken or intends to take steps to ensure full compensation for such leave.
The MINISTER OF THE INTERIOR:
  1. (1) Generally speaking the cash value of the number of days’ leave with full pay standing to an officer’s credit on his retirement, to a maximum of 184 days, is paid to him. This maximum is reduced by the number of days’ leave with full pay in excess of 92 days taken by the officer during his last year of service. Provision also exists for other leave gratuities which are payable under specific circumstances, depending on the legal or other provisions applicable to the officer concerned.
  2. (2) Representations which were made in the past for the abolition of the aforementioned limitation could, for sound reasons, not be considered favourably. Statistics in regard to the matter are, however, presently being awaited from departments/administrations in the light of which the matter will be reviewed.
Construction work undertaken by Dept. of Community Development 309. Mr. L. E. D. WINCHESTER

asked the Minister of Community Development:

(a) What are the names of the construction companies at present building on behalf of his Department, (b) in what areas are they building, (c) how many and what type of buildings are they erecting in each area and (d) what is the cost of the individual contracts.

The MINISTER OF COMMUNITY DEVELOPMENT:

There are a few hundred contracts in respect of dwellings, flats, messes and business centres which my Department of Community Development execute in order to supply State housing, economical as well as sub-economical housing and business centres for resettlement purposes. In addition, numerous contracts are concluded for the repair and renovation to buildings as well as the improvement and provision of services in existing and newly developed townships.

It will take several weeks to compile the information required by the hon. member. In view of the present shortage of staff and the pressure of work experienced by the Department in the execution of necessary and important tasks, it is not feasible to undertake such a survey, much as I should like to furnish the information.

  1. (1) (a) How many houses (i) have been built and (ii) are still to be built by his Department in Kensington South, Johannesburg, and (b) for whom are these houses intended;
  2. (2) what is the average cost of (a) the houses and (b) other improvements;
  3. (3) (a) what is the (i) smallest, (ii) largest and (iii) average size of the stands and (b) what is the average valuation of the stands.

  1. (1) How many occupants (a) own their properties and (b) are tenants in the 40 dwelling units being expropriated in the Goede Hoop area of Pretoria;
  2. (2) what was the purchase price paid or offered by the Department in each case;
  3. (3) (a) what rents do the present tenants pay and (b) what rents will they be required to pay in the alternative dwelling units offered.

  1. (1) (a) What is the total expenditure involved in the publication of the Post Officer newspaper Postel for the financial year 1970-’71, (b) what is the estimated expenditure for a full year and (c) under which items of the Estimates of Expenditure is provision made for it;
  2. (2) (a) what is the date of the first issue of the paper and (b) how many copies of each issue have been printed up to the present;
  3. (3) what were (a) the printing costs, (b) other costs including salaries, wages and allowances and (c) the revenue from (i) advertisements and (ii) each other source, in respect of the first six issues;
  4. (4) to which categories of persons or bodies is the paper (a) supplied free of charge and (b) sold;
  5. (5) what is the name of (a) the printer and (b) the body canvassing for advertisements;
  6. (6) what are the details in respect of (a) the name, (b) the qualifications, (c) the classification of the post, (d) the salary and (e) other remuneration and perquisites of the editor;
  7. (7) how many people are involved in editing and preparing the newspaper;
  8. (8) whether tenders were invited for the printing; if so, (a) on what date and (b) where; if not, why not;
  9. (9) whether postage is paid for distributing the newspaper; if so, in what way are the distribution costs brought to account in the financial statements.

Post Office newspaper “Postel”: Space allocated i.r.o. two official languages 331. Mr. E. G. MALAN

(a) What percentage of the space in the monthly Postel, excluding space occupied by advertisements is filled by material in each of the two official languages and (b) on what basis is the allocation made.

The MINISTER OF POSTS AND TELEGRAPHS:
  1. (a) No pre-calculated percentage of the space in each issue of the paper is filled with material in a specific official language.
  2. (b) News received from the paper’s correspondents—who, virtually without exception, are post office officials in different parts of the country—is published in the language in which it is received. The Editor, as far as practical, makes equal use of the official languages for reports about news which he himself gathers but also takes into consideration the language medium of the person or group of persons to whom the reports refer.

What is the approximate percentage of officials in his Department whose home language is (a) Afrikaans, (b) English, (c) both Afrikaans and English and (d) some other language.

As the home languages of officers are not shown in the Department’s records, estimates of these percentages which are at all reliable are unfortunately not available.

Diversion of water from Tugela River to Vaal River 366. Mr. E. G. MALAN

asked the Minister of Water Affairs:

  1. (1) What progress has been made with diverting part of the waters of the Tugela River to the Vaal River;
  2. (2) in what year is it expected that (a) the necessary building works will be completed and (b) the first of the waters will be diverted;
  3. (3) what is the estimated quantity of water per day that will be diverted (a) in the first year and (b) in each subsequent year for which an estimate can be made;
  4. (4) (a) what is the estimated total cost of the scheme and (b) what is the estimated cost for each financial year from 1970-’71 to 1975-’76.
The MINISTER OF WATER AFFAIRS:
  1. (1) The construction camps are well under way. A start has been made on the construction of the canal in the Tugela Valley and of the Sterkfontein dam. The civil works on the Spioenkop dam will be substantially completed during 1972. This is not actually part of the diversion works but forms part of the overall planning of the system.

    2. (b) 1974.
  3. (3) (a) and (b) A constant average rate of 270 000 m3 per day. This is differently expressed, equal to 270 megalitres per day. The White Paper WPW—’70 should be consulted for an explanation of this.
