Majeng Bantu Reserve *4. Mrs. H. SUZMAN

  1. (1) Since what date has Majeng been a Bantu Reserve;
  2. (2) (a) how many families are affected by the removal of the Batlhaping tribe from this reserve, (b) what is the reason for the removal and (c) how many families have already been moved;
  3. (3) whether any members of the tribe have objected to the removal; if so, (a) how many and (b) for what reasons;
  4. (4) whether any members of the tribe have been arrested and detained; if so, (a) how many, (b) when were they arrested and (c) on what charges;
  5. (5) whether any of these persons are still in detention; if so, (a) how many, (b) when is it expected that they will be brought to trial and (c) on what charges; if not, on what date were they released.

Salary adjustments i.r.o. staff of M. L. Sultan College, Durban *Mr. G. J. BANDS

Whether all the members of the staff of M. L. Sultan College, Durban, have received their final salary adjustments in terms of the salary increases of 1st April, 1970, and 1st January, 1971; if not, (a) in how many cases are the adjustments outstanding and (b) for what reason.

  1. (a) In respect of all staff.
  2. (b) Authority for the salary adjustments concerned was conveyed to the M. L. Sultan Technical College during January, 1971 when negotiations between that body, the Department of Indian Affairs and the Public Service Commission had been finalized. According to information received from the M. L. Sultan Technical College, which is an autonomous institution, every endeavour is being made to work out the details in respect of each individual staff member as soon as possible. It is, however, not expected that payment will be effected before the end of March, 1971.
Inquiry into system of differentiated education *8. Mrs. C. D. TAYLOR

  1. (1) (a) What was the scope or terms of reference of the inquiry by the National Education Council into the system of differentiated education and (b) what persons or bodies were consulted;
  2. (2) whether the inquiry has been concluded; if so, what are the conclusions and recommendations contained in the report;
  3. (3) whether the report is to be made available to members; if so, when; if not, why not.

(a) As contained in paragraph (f) of section 2 (1) of the National Education Policy Act, 1967, in terms of which the Minister may, after consultation with the Administrators and the National Education Council, from time to time determine the general policy that is to be pursued in respect of education in schools within the framework of the principle that education shall be provided in accordance with the ability and aptitude of and interest shown by the pupil and the needs of the country;
    2. (b) the Human Sciences Research Council and the various education departments;
  2. (2) yes; the conclusions and recommendations, which are contained in the advice given me by the Education Council in terms of section 4 (3) in regard to the matter mentioned in paragraph (f) of section 2 (1), will, as far as I may, after consultation with the Administrators, accept them, be embodied in the policy that I determine; which policy is, in terms of section 2 (3), to be published in the Gazette; and
  3. (3) falls away.

Building workers i.r.o. Mabopane township temporarily laid off *10. Mr. S. J. M. STEYN

asked the Minister of Bantu Administration and Development:

  1. (1) Whether building workers engaged on the construction of houses in Mabopane township near Pretoria have recently been dismissed; if so, (a) how many, (b) when and (c) why;
  2. (2) whether this dismissal has had any effect upon the construction programme of Mabopane; if so (a) what effect, (b) what steps were taken to avoid the causes of the diminished programme, (c) what steps are now being taken to eliminate the causes and (d) when will the construction programme be resumed in full.
The DEPUTY MINISTER OF BANTU ADMINISTRATION AND EDUCATION:

No, no building workers were discharged; (a), (b), (c) and (2) thus fall away.

I wish, however, to give the following explanation:

Thirty Bantu sub-contractors who employ 400 labourers have been requested on 15th February, 1971, to temporarily discontinue work on account of a shortage of steel and steel windows. They again resumed work on 22nd February, 1971. The delay caused a backlog of approximately 60 houses. By making urgent representations to the suppliers of steel and the producers of steel windows it is attempted to avoid a similar situation. Normal production should again be reached by 1st March, 1971.

(a) What was the recommendation of the Group Areas Board in regard to the Grey Street complex of Durban and (b) when is it expected that an announcement will be made in regard to proclamation of the area.

Reply:
  1. (a) In terms of the Group Areas Act, the Group Areas Board, by means of a written report, only advises me in regard to the issue or otherwise of a proclamation. The recommendations of the Board are of a confidential nature and it is not customary to make them public.
  2. (b) It is not possible at this stage to say when an announcement will be made, but as the hon. member was informed on 2nd February, 1971, the matter is receiving my personal attention.

The City Council was fully aware of the proposed development and earlier objections, received from them in 1965, were of a purely technical nature and were dealt with to their satisfaction. Representations were also addressed to me personally but I am satisfied that the architectonical and aesthetical appearance of the proposed structure is suited to modern trend. The structure is of a comparative luxurious and expensive design and will not detract from the value of the other properties in the vicinity.

(b) The contracts stipulated that the Administration would neither be liable for delays to the vessels, nor pay compensation for the expeditious loading and discharging of cargo, but that the cost of loading and unloading was to be borne by the Railways. Freight rates varied between R2.00 and R4.00 per long ton, depending on world charter market conditions.

Expropriation of properties of Coloureds in Elsies River 274. Mrs. H. SUZMAN

asked the Minister of Community Development:

  1. (1) Whether any properties owned by Coloured persons in Elsies River (a) have been and (b) are to be expropriated by his Department; if so, (i) how many and (ii) for what reasons;
  2. (2) whether alternative properties have been offered to the affected persons; if so, in what area;
  3. (3) whether he will make a statement in regard to the matter.
The MINISTER OF COMMUNITY DEVELOPMENT:
  1. (1) (a) and (b) Yes.
    1. (i) 85 properties.
    2. (ii) Appropriation for schools and community facilities for Coloureds only.
  2. (2) Alternative accommodation is usually provided. The Department will, however, do its utmost to accord those persons whose properties are being expropriated, the opportunity, should they wish it, to acquire properties in Elsies River or elsewhere. In general all the families affected by the expropriation, will be treated as sympathetically as possible when alternative accommodation is allocated to them.
  3. (3) Wretched slum conditions prevail in certain border parts of the Coloured area that must be cleared up and the step taken is therefore in the interest of slum clearance and the proper development of the Coloured area itself.
