International requirements i.r.o. air-mail letters 206. Mr. E. G. MALAN

asked the Minister of Posts and Telegraphs:

  1. (1) Whether his Department has received information in regard to a resolution by the World Postal Union that certain South African air-mail letters did not comply with requirements; if so, (a) (i) on what date, (ii) where and (iii) on what occasion was the resolution adopted, (b) what were the contents thereof and (c) what reasons were given by the Postal Union for its resolution;
  2. (2) for what reasons were the requirements not met;
  3. (3) what steps have been taken in this regard;
  4. (4) whether air-mail letters which meet the requirements are now available; if not, (a) why not and (b) when will they be available.
The MINISTER OF POSTS AND TELEGRAPHS:
  1. (1) and (2) Arising from a decision by the congress of the Universal Postal Union in Tokyo during October/ November, 1969, viz., that the dimensions of certain postal articles, including aerogramme forms, should not be less than 90 X 140 mm. with a tolerance of 2 mm., the present South African aerogramme forms, in common with those of many other postal administrations, will not meet international requirements as from 1st July, 1971. This decision was taken on the strength of the findings and recommendations of the Universal Postal Union’s Consultative Council for Postal Studies, which inquired into the rationalization of letterhandling methods and the standardization of envelope sizes.
  2. (3) and (4) Steps have been, and are being, taken in consultation with the Government Printing Works to make available aerogramme forms which will meet the new requirements on 1st July, 1971.
International fishing competition off S.A. coast, 1972 238. Mr. J. W. E. WILEY

asked the Minister of Sport and Recreation:

Whether the Government has received any information in regard to any international fishing competition to be held off the South African coast; if so, (a) what competition, (b) how many nations will compete and (c) when and (d) where is it to be held.

The MINISTER OF SPORT AND RECREATION:

Yes.

  1. (a) A competition which will cover all facets of angling.
  2. (b) The following eight countries have accepted the invitation of the South African Angling Union:

Holland

Great Britain

Austria

Scotland

Switzerland

Western Germany

Belgium

Ireland

  1. (c) During January/February, 1972.
  2. (d) I understand competitions will be held at Durban, Port Elizabeth, Cape Town and Swakopmund.
Incidents of injury to National Servicemen at Air Force Gymnasium 286. Mr. W. V. RAW

asked the Minister of Defence:

Whether there have been any incidents of injury to National Servicemen at the Air Force Gymnasium during 1971 as a result of (a) accidents and (b) physical training or organized sport or swimming; if so, (i) what serious injuries and (ii) what other injuries including dislocation of joints, torn ligaments, pulled muscles or serious cramps.

The MINISTER OF DEFENCE:
  1. (a) No.
  2. (b) Yes.
    1. (i) Serious injury:
      Physical training: Nil.
      Organized sport: One torn muscle during an athletic meeting.
      Swimming: Nil.
    2. (ii) Non-serious injuries:
      Physical training: One dislocated shoulder of a recurring nature and one sprained ankle.
      Organized sport: One fractured ankle during a rugby practice and one shoulder and thumb injury and one knee injury during an athletic meeting.
      Swimming: Nil.
Permanent Force officers prematurely retired 287. Mr. W. V. RAW

asked the Minister of Defence:

(a) How many Permanent Force officers of the rank of Commandant or above have been prematurely retired in each of the past five years and (b) how many of them have been re-engaged in (i) the same or (ii) other posts after retirement.
