Witnesses subpoenaed in trial for certain persons in Excelsior under sect. 16 of Immorality Act 108. Mrs. H. SUZMAN

asked the Minister of Justice:

  1. (1) Whether any (a) members of the Police Force and (b) other persons were subpoenaed to appear as State witnesses in the trial for certain persons in Excelsior under section 16 of the Immorality Act; if so, how many in each case;
  2. (2) (a) how many of the witnesses other than Police witnesses were (i) over and (ii) under the age of 16 years and (b) what was their race and sex;
  3. (3) whether any of the Police witnesses were found by the Attorney-General to be unwilling to give evidence; if so, how many;
  4. (4) whether any of the other witnesses were found by the Attorney-General to be unwilling to give evidence; if so, (a) how many and (b) what were their age groups, race and sex;
  5. (5) (a) on what date was it decided that these witnesses were unwilling to give evidence and (b) on what date were the charges against the accused withdrawn;
  6. (6) whether he will make a statement in regard to the matter.

    1. (a) No. In accordance with existing procedure they were administratively advised to attend court.
    2. (b) 31, excluding 14 accomplices, who were present under arrest, warning or summons.

    1. (a) The first indication that the witnesses were unwilling to give evidence came on the 21st January, 1971. This was confirmed on the 25th January, 1971.

Commercial gathering of oysters on Alexandria coast 173. Mr. W. H. D. DEACON

asked the Minister of Economic Affairs:

  1. (1) Whether any licences were granted during the period 1st January, 1969, to 31st December, 1970, for the commercial gathering of oysters on the Alexandria coast; if so, (a) to which persons or companies were licences issued, (b) by whom were the licences issued, (c) what type of licence was issued, (d) to which areas did the licences apply and (e) who were (i) the directors and (ii) the shareholders of the companies concerned;
  2. (2) whether any undersized oysters were taken for the purposes of breeding; if so, (a) how many and (b) where were the oyster beds established for the purposes of breeding.
The MINISTER OF ECONOMIC AFFAIRS:
  1. (1) Yes.
    1. (a) 18 permits were issued during 1969 to commercial collectors who were employees of Marine Sea Foods (Pty.) Ltd., and 36 permits were issued during 1970 to commercial collectors who were employees of Hido Oysters (Pty.) Ltd.
    2. (b) During 1969, by the Receiver of Revenue in Port Elizabeth and during 1970, by the Receiver of Revenue at Alexandria. From 1970 the granting of permits was made subject to the prior approval of the Department of Industries and such approval was obtained for the permits issued during 1970.
    3. (c) Open permits to collect oysters in a defined area, valid for the period from 1st March to 30th November of the year in which it is issued.
    4. (d) The coast of the magisterial district of Alexandria.
    5. (e)
      1. (i) In the case of Marine Sea Foods (Pty.) Ltd. it is not known who the directors are. In the case of Hido Oysters (Pty.) Ltd, the directors at the time the application was made were Messrs. O. A. Oosthuizen (Snr.), D. J. Oosthuizen, E. J. Oosthuizen and O. A. Oosthuizen (Jnr.).
      2. (ii) This information is not at my disposal.

Special research programme to establish presence of marine resources on S.W.A. coast 221. Mr. J. W. E. WILEY

asked the Minister of Economic Affairs:

Whether a special research programme has recently been undertaken to establish the presence of marine resources on the South West African coast; if so, (a) what marine resources, (b) by whom was the research undertaken and (c) what was the result thereof.

The MINISTER OF ECONOMIC AFFAIRS:

Yes.

  1. (a) All the pelagic fish species, but particularly pilchards and anchovy.
  2. (b) The Division of Sea Fisheries of the Department of Industries.
  3. (c) The main findings are that there is a decrease in the occurrence and recruitment of pilchards in relation to anchovy, and that the pilchard population north of Cape Cross is not separate from that in the Walvis Bay area.
Stop-orders on salaries of S.A. Navy personnel 223. Mr. J. W. E. WILEY

asked the Minister of Defence:

Whether all ranks of the South African Navy are permitted to make out stop-orders on their salaries in favour of a bank or building society; if not, (a) what ranks are not so permitted, (b) for what reason and (c) when was such a decision made.

The MINISTER OF DEFENCE:

No.

  1. (a) All ranks below warrant officer class 2.
  2. (b) Because unit debts and overpayments, which occur mainly within the lower ranks, cannot easily be recovered if their units have no control over their salaries. Another reason is that the depositing of members’ salaries in their personal bank or building society accounts places a considerable administrative burden on the office of the Chief Paymaster. It is, therefore, preferable to pay the salaries of the lower ranks, which form the biggest group in the Defence Force, to them in cash at their units.

Whether an aluminium smelter has been erected at Richard’s Bay; if so, (a) when, (b) by whom and (c) at what cost.

  1. (a) The smelter is currently under construction and is expected to come into operation by April, 1971.

Language requirements i.r.o. Postal employees 226. Mr. E. G. MALAN

asked the Minister of Posts and Telegraphs:

Whether changes have been made in the language requirements for (a) persons in the employ of his Department and (b) persons applying for employment in his Department; if so, (i) what were the requirements before the changes and (ii) what changes have been made.

The MINISTER OF POSTS AND TELEGRAPHS:

(a) and (b) No.

As far as (a) is concerned, there has been a change in the method of determining an officer’s language proficiency for advancement to the next higher grade. Prior to 1st October, 1970, a formal oral/written language test was imposed. At present the only requirement is a certificate by the candidate’s controlling officer(s) to the effect that his proficiency in both languages is sufficient for advancement to the next higher grade.
