What amount was (a) allocated to and (b) spent by his Department in the combating of drug abuse and addiction each year for the last three years for which figures are available.
(a) and (b) Whereas separate financial records are not kept in respect of persons addicted to drugs, who are treated in departmental psychiatric hospitals and out-patient departments, the desired particulars are not available.

- (1) Whether his Department is administering health services in the Transkei on behalf of the Department of Bantu Administration and Development; if so,
- (2) what is the commencing salary for (a) male and (b) female (i) typists, (ii) other clerical staff and (iii) professional staff;
- (3) whether special allowances are paid to this staff in addition to their salaries; if so, what allowances;

- (1) Whether there is a shortage of staff in the Pietermaritzburg Deeds Office; if so, what shortage;
- (2) whether there is any delay with the registration of deeds in this office; if so, what is the present delay;
- (3) whether consideration has been given to transferring staff temporarily from other centres to the Deeds Office in Pietermaritzburg to bring registrations there up to date; if so, with what result; if not, why not.
- (1) Yes. One post of senior clerical assistant is vacant.
- (2) Yes. Approximately 39 days.
- (3) Yes. Arrangements have been made for three experienced officers to assist in Pietermaritzburg from the 15th February, 1971.
asked the Minister of Justice:
- (1) (a) In how many cases since 1st January, 1968, have summonses been issued to (i) Departments and (ii) Ministers in their official capacities, (b) which Minister was involved in each case and (c) what were the alleged grounds for the summons in each case,
- (2) (a) in which cases did the summons result in a settlement before a court hearing and (b) what amount was involved in each case;
- (3) (a) in which cases did the summons result in a court hearing and (b) what was the outcome of the hearing including any amounts which became payable as a result;
- (4) (a) whether in any case a summons had a different result; if so, what result;
- (5) (a) what was the total cost to the State in each case and (b) what amount of the cost was in respect of expert legal assistance not rendered by the public service.
According to the Chief State Attorney, it will take two senior officials at each of five State attorney’s offices approximately one month to compile the information required. As a result of pressure of work, the officials can, unfortunately, not be released for this purpose.
asked the Minister of Posts and Telegraphs:
- (1) (a) What is the most recent date for which figures of employment in his Department are available and (b) how many (i) White, (ii) Coloured, (iii) Asian and (iv) Bantu persons were employed as at that date;
- (2) what were the average annual salaries and wages including the value of any payments in kind of employees in each race group at the end of 1970;
- (3) (a) how many (i) Coloured, (ii) Asian and (iii) Bantu persons are temporarily employed in White areas in posts normally occupied by White staff and (b) in what capacities in each case are they so employed;
- (4) (a) how many persons of each of these race groups are employed in their own areas in posts senior to those of postmen and (b) in what classified posts are they employed.

Exemptions from wage provisions were granted subject to the observance of rates determined either on the basis of a percentage of the minimum prescribed rates or in accordance with a scale put forward by the applicants or as suggested by the Wage Board. Where applicable, it was also a condition or examption that the wages actually paid it the time of application for exemption must not be reduced.
