  2. (2) whether any shortages of this type of tobacco were experienced in South Africa in the corresponding years; if so, what are the relevant details;
  3. (3) whether any restrictions were placed on the cultivation of this type of tobacco by local farmers in those years; if so, (a) what restrictions and (b) when?

(1) Whether the State Attorney acts on behalf of (a) individuals, (b) corporations and (c) foreign governments; if so, (i) in terms of what statutory provisions, regulations or other authorizations and (ii) in respect of the latest specified period of 10 years for which information is avialable, what are the details of the matters involved in respect of each of the above three categories;
  2. (2) whether the State Attorney received payment for these actions; if so, what are the details of (a) these payments and (b) the actions concerned?

The MINISTER OF JUSTICE:
  1. (1)
    1. (a) Yes. (b) No.
    2. (c) No, except if an agreement is entered into between such a government and the Republic of South Africa.
      1. (i) The State Attorney Act, 1957 (Act 56 of 1957); the Treasury Instructions; and agreements if they exist.
      2. (ii) The required information is not readily available and it is not economically justifiable to obtain it. It is moreover policy not to publicize details of such agreements. I am prepared to share details with Party leadership on a personal and confidential basis.
  2. (2) The State Attorney as a matter of principle recovers in all such cases his actual expenses.
