Bold type in telephone directory 352. Mr W J D VAN WYK

asked the Minister of Communications:

  1. (1) Whether it is compulsory for companies to have their names entered in bold type in the telephone directory;
  2. (2) what was the value of the contract for (a) bold-type and (b) yellow page advertising for the latest specified period of 12 months for which figures are available;
  3. (3) whether the amounts due in respect of these contracts are collected by his Department; if so,
  4. (4) whether a charge is levied by his Department for collecting these amounts; if so, what is this charge; if not, why does his Department itself not handle these contracts?

The MINISTER OF COMMUNICATIONS:
  1. (1) No;
  2. (2) (a) and (b) R102 190 406 for the period 1 April 1988 to 31 March 1989 in respect of bold-face entries and advertisements in the white pages as well as all yellow-page entries/advertisements. Separate figures in respect of bold-face entries only in the white pages are not readily available;
  3. (3) yes;
  4. (4) no, the Department is not equipped to undertake this specialized task. For the sake of completeness, it is mentioned that in terms of the agreement with the advertising contractor, the Department shares on a percentage basis in collections on behalf of the first-mentioned. The income so obtained is ample compensation for the collection of the fees.

Note: The Department held bonds over the three residences and as the mortgagees could not meet their obligations, the properties were attached and offered for sale by public auction. Because the highest offers from prospective buyers, if any, were insufficient to cover the outstanding bonds and in an endeavour to obviate/minimise losses, the properties were purchased by the Department with a view to reselling them at realistic prices when the opportunity arises. If the need therefor exists residences so acquired are also utilized as official quarters.

Bold entries in yellow pages: tenders for advertising rights 406. Mr H J COETZEE

asked the Minister of Communications:

  1. (1) Whether tenders have been called for the advertising rights for the bold entries in the yellow pages of the telephone directory over the past 10 years; if not, why not; if so,
  2. (2) whether there has been any change in contractors over the past five years; if so,
  3. (3) whether the current contract was allocated in terms of a tender submitted; if not, why not; if so, what are the relevant details?

  1. (1) Yes, for the canvassing of all types of advertisements and the compilation of the yellow pages directories;
  2. (2) no;

Note:

For the sake of clarity it is mentioned that the present contract commenced with the 1981/82 issues of the telephone directories for a period of ten years. The contract makes provision for the duration thereof to be extended for periods of ten years or such longer or shorter periods as may be advisable. This option has already been exercised and the present contract now extends until the 1995/96 issues of the directories.

Lehlohonolo Primary School: toilet facilities 409. Mr K M ANDREW

asked the Minister of Education and Development Aid:

  1. (1) Whether Lehlohonolo Primary School, Guguletu, has any toilet facilities for its pupils; if not, why not; if so, (a) what are the details of the facilities provided, (b) when (i) was the school and (ii) were the toilet facilities built and (c) (i) how many (aa) primary and (bb) pre-primary children are there at this school and (ii) in respect of what date is this information furnished;
  2. (2) whether his department has received any representations regarding renovations, upgrading or repairs required in respect of this school; if so, (a) from whom, (b) when and (c) what was (i) the nature of and (ii) his Department’s response to each of these representations;
  3. (3) whether his Department has any plans to (a) provide adequate toilet facilities and (b) undertake other specified upgrading or renovations at this school; if not, why not; if so, (i) what plans, (ii) when will they be implemented and (iii) what will be the cost involved?

    1. (a) Trough-type toilets consisting of brick walls, asbestos roof and asbestos partitions without inner doors. There are ten seats for girls and eight for boys with a urinal of 4 metres.
